This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-86, Effective 01 Feb 2016 and Defense Federal Regulation Supplement (DFARS), current to DPN 20151230 (Effective 30 Dec 2015) Edition. Offerors that fail to furnish required representation or technical information as required by Federal Acquisition Regulation provisions 52.212-1 or reject the terms and conditions of this solicitation may be excluded from consideration. It is the responsibility of the contractor to be familiar with the applicable provisions and clauses which can be accessed in full text at www.farsite.hill.af.mil. This solicitation is being issued under Solicitation Number W9124R-16-T-0007 which will result in a Multiple Award Indefinite Delivery, Indefinite Quantity (IDIQ) firm-fixed price contract. The Government anticipates award of three (3) individual multiple IDIQ awards. The multiple award IDIQ will be determined based off quotes submitted for the first delivery order. Individual delivery orders will be competed among awardees. This action is being solicited as a 100% small business set aside and is only available to small business concerns. Quotes will be evaluated on a Lowest Price Technically Acceptable (LPTA) basis and tradeoffs are not permitted. Award will be made on an all or none basis. An offeror must provide sufficient technical information on all items requested within the Multiple Award IDIQ to be eligible for award. The United States Army Yuma Proving Ground (USAYPG), Yuma, Arizona is requesting quotes for Steel Platform and Weights, reference Attachment - 1. The potential contract term is five (5) years which includes one (1) base year and four (4) one-year options. The Government's obligation is limited to the minimum guarantee of $100,000 with a maximum of $746,938.00 against all Multiple Award IDIQ awards collectively. In the event that options are exercised, the maximum amount remains the same at $746,938.00. The minimum guarantee is for the Base Year only. Option Year 1, Option Year 2, Option Year 3, and Option Year 4 do not have a minimum guarantee. The North American Industry Classification System (NAICS) code is 331110 - Iron and Steel Mills and Ferroalloy Manufacturing, with a size standard of 1,000 employees. Total quantities ordered (except for the initial quantity) during the award period may be more or less than the estimated quantity for the individual steel listed. However, the total quantities ordered will not exceed the total estimated ceiling for the ordering period. The three (3) individual Multiple Award IDIQ awards will consist of Contract Line Item Number (CLIN) 0001, Quantity: 8, Unit of Issue: Each Description: ASTM A36 8 Foot Steel Platform; CLIN 0002, Quantity: 8, Unit of Issue: Each, Description: ASTM A36 12 Foot Steel Platform; CLIN 0003, Quantity: 6, Unit of Issue: Each, Description: ASTM A36 16 Foot Steel Platform; CLIN 0004, Quantity: 6, Unit of Issue: Each, Description: ASTM A36 20 Foot Steel Platform; CLIN 0005, Quantity: 4, Unit of Issue: Each, Description: ASTM A36 24 Foot Steel Platform; CLIN 0006, Quantity: 4, Unit of Issue: Each, Description: ASTM A36 28 Foot Steel Platform; CLIN 0007, Quantity: 20, Unit of Issue: Each, Description: ASTM A36 500 Pound Steel Weight; and CLIN 0008, Quantity: 50, Unit of Issue: Each, Description: ASTM A36 700 Pound Steel Weight, reference Attachment - 1. From the three (3) individual Multiple Award IDIQ awards released, only one initial delivery order will be issued, reference Attachment-1 for initial delivery order. The initial delivery order will be awarded to the LPTA offeror which will consist of Contract Line Item Number (CLIN) 0001, Quantity: 3, Unit of Issue: Each Description: ASTM A36 8 Foot Steel Platform; CLIN 0002, Quantity: 3, Unit of Issue: Each, Description: ASTM A36 12 Foot Steel Platform; CLIN 0003, Quantity: 1, Unit of Issue: Each, Description: ASTM A36 16 Foot Steel Platform; CLIN 0007, Quantity: 9, Unit of Issue: Each, Description: ASTM A36 500 Pound Steel Weight; and CLIN 0008, Quantity: 30, Unit of Issue: Each, Description: ASTM A36 700 Pound Steel Weight, reference Attachment - 1. All quotes shall include transportation costs to USAYPG Yuma, Arizona 85365-9498 and be clearly marked with solicitation number W9124R-16-T-0007 and emailed to the Point of Contact (POC) listed below or sent by facsimile to 928-328-6534. Arizona vendors are to include Arizona Privilege Tax. Shipping and taxes (if applicable) shall be incorporated into your proposed price. Payment will be made through Wide Area Work Flow (WAWF). Delivery shall be made to USAYPG, AZ 85365-9498 with FOB Destination. All responding vendors must be actively registered with System for Award Management (SAM) prior to award of contract. Information to register in SAM can be found at https://www.sam.gov/portal/public/SAM. All responding vendors must fill out the DFARS 252.209-7992 - Representation by Corporations Regarding an Unpaid Delinquent Tax Liability or a Felony Conviction under any Federal Law - Fiscal Year 2015 Appropriations attachment and sent back with your quote. This CSS closes on 07 March 2016 at 12:00 (Noon) PM MST. Responses to the CSS shall be submitted by the closing date and time.
