SHAW AT steven.s.shaw@nasa.gov *** This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for the building and maintaining of a Safety Data Sheet (SDS) Subscription for NASA/MSFC per the attached Quote Instructions and Statement of Work (SOW). The Period of Performance of this Award shall be Five (5) years after receipt of order: includes One (1) Base year, and four (4) one (1) year options, to be exercised in accordance with Federal Acquisition Regulation (FAR) clauses included in the awarded purchase order (PO). This procurement is a total small business set-aside. The NAICS Code and the small business size standard for this procurement are 518210/$32,500,000 respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. However, any award from this RFQ shall require the potential vendor to be certified within the Online System for Award Management (SAM) and Online Representations and Certifications Application Database.This information shall be verified by the Contracting Specialist prior to award. Offers for the items(s) described above are due by 12:00PM CST on 03/10/2016 to Steven S. Shaw at steven.s.shaw@nasa.gov and must include, solicitation number, FOB destination to this Center (if applicable), proposed delivery/completion schedule, payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors shall provide the information required by FAR 52.212-1 (Oct 2015), Instructions to Offerors-Commercial Items, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (May 2015), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (Feb 2016), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and are attached to this solicitation.
