- Department of Veterans Affairs Notice of Intent to Lease Approximately 5,000 Net Usable Square Feet (NUSF) of Office Space in North Little Rock, AR Notice: This is not a solicitation for offer, nor a request for proposals. VA will not pay for any costs incurred as a result of this advertisement. Respondents are advised that the VA assumes no responsibility to award a lease based upon responses to this advertisement. Contracting Office Address United States Department of Veterans Affairs (VA), Network Contracting Office 16, Eugene J. Towbin Healthcare Center, 2200 Fort Roots Drive, Building 41, North Little Rock, AR 72114 Description The Department of Veterans Affairs Central Arkansas Healthcare System (CAVHS) currently occupies 3,944 net usable square feet (NUSF) of space (approximately 4,969 rentable square feet (RSF)) located at 201 West Broadway Street, North Little Rock, AR 72114 which is used as a Vet Center. VA plans to conduct a lease procurement for approximately 5,000 net usable square feet (NUSF) (approximately 6,150 rentable square feet (RSF)) for the Vet Center requirement and will consider both the existing building and alternate locations. The Government will conduct a financial evaluation and analysis of alternative locations to determine costs likely to be incurred through relocating, such as physical move cost, replication of tenant improvement, labor hours, site preparation, telecommunications infrastructure, non-productive agency downtime and other related cost to meet VA requirements. Space Requirements Provide approximately 5,000 net usable square feet (NUSF) of space in an existing building, located on no more than one (1) contiguous floor; first floor space is required. If space offered is not on the first floor, a minimum of one passenger elevator and one freight elevator must be provided. Net usable square feet does not include areas such as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules, public corridors and public toilets required by local code. The building must be able to comply with the Americans with Disabilities Act and meet certain security requirements as set forth in the Interagency Security Committee Standards and the Department of Justice Security Standards. Parking Requirements VA requires on-site non reserved parking for a minimum of 35 vehicles and if available would prefer parking for up to 50 vehicles; which if offered will be viewed more favorably. All parking must be fully compliant with local laws, rules and regulations. All offered spaces shall be sized in accordance with the design standards described in the VA Design Guide and VA Barrier Free Design. The parking area must meet all requirements of Architectural Barriers Act Accessibility Standards (ABAAS). Delineated Area To receive consideration, submitted properties must be located within or fronting the following delineated area: Beginning at the intersection of Riverfront Park Drive and South Broadway travel east on Riverfront Park Drive to Interstate 30. Turn left on Interstate 30 and proceed north to Interstate 40. Merge right on Interstate 40 East and proceed to Springhill Drive. Turn left on Springhill Drive and proceed north to Smokey Lane. Turn right on Smokey Lane and proceed north to Highway 67/167. Turn right on Highway 67/167 and proceed northeast to Wildwood Avenue. Turn left on Wildwood Avenue and proceed west to Country Club Road. Turn right on Country Club Road and travel west to North Hills Boulevard. Turn right on North Hills Boulevard and proceed north to John F. Kennedy Boulevard. Turn left on John F. Kennedy Boulevard and proceed southwest to McCain Boulevard. Turn right on McCain Boulevard and it turns into West 47th Street. Proceed west on West 47th Street to Camp Robinson Road. Turn left on Camp Robinson Road and proceed southwest to Pike Avenue. Turn left on Pike Avenue and proceed southeast until it becomes Percy Machin Drive. Continue southeast on Percy Machin Drive to East 18th Street. Turn left on East 18th Street and proceed east to North Main Street. Turn right on North Main Street and proceed south to West 7th Street. Turn right on West 7th Street and proceed west until it becomes North Broadway Street. Proceed south on North Broadway Street to Riverfront Park Drive. The following map is provided for further clarification of the boundaries of the delineated area. Lease Term Ten (10) years; 5-years firm. VA reserves the right to request other lease term options. Submission Requirements Please provide as much as possible of the following basic information and descriptions pertaining to the building you propose for consideration by VA. VA's assessment of your building will be solely dependent on the information you provide. VA reserves the right to eliminate a property that fails to provide sufficient information. All submissions should include the following information: (1)Name of Owner. (2)Address or locational description of the building. (3)Age of building. (4)Total existing gross square feet. (5)Site plan depicting the building and parking. (6)Floor plan of the proposed space. (7)Identification of on-site parking to be dedicated for VA's use. (8)A map demonstrating the building is within the delineated area. (9)Description of ingress/egress to the building. (10)FEMA map evidencing that the building lies outside the 100-year floodplain. (11)A narrative and map describing proximity of the building to the nearest bus and/or train stop and major transportation routes. (12)Building owners must provide evidence of ownership. Non-owners (e.g. prospective developers/lessors) submitting a building must provide evidence of permission or authority granted by property owner to submit the building to VA for development. (13)Any information related to title issues, easements and restrictions on the use of the building. (14)A description of any planned land development or construction which will affect the building including neighboring projects and road/ utility line construction. ADDITIONAL REQUIREMENTS: The offered space: "Shall meet Federal and State Government requirements for fire safety, accessibility, seismic and sustainability standards per the terms of the Lease. "Shall be fully serviced. "Hours of operation: 8:00 am to 7:00 pm Monday through Thursday, 8:00 am to 4:30 pm Friday, and every 3rd Saturday of the month 8:00 am to 4:30 pm; but accessible for VA use 24 hours per day, 7 days per week. "Shall not be next to a bar, liquor store or like establishment; and "Shall not be located near an area where it is known that illegal activities occur such as illegal drugs sales. "Access to the space from the parking area must not involve traversing a busy road, highway or other thoroughfare. "Near or within 1,000 walkable feet of public transportation. "Space must be available for occupancy by April 1, 2017. Market Survey The Contracting Officer will make an initial evaluation to determine if the offered building meets VA's criteria as listed within this advertisement. If the building meets VA's criteria, a market survey may be necessary to evaluate the buildings submitted. If a market survey is necessary buildings will be evaluated as follows: "Buildings will be scored as Pass or Fail in accordance with VA site selection criteria.
