- This notice is being published in accordance with Federal Acquisition Regulations (FAR) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract. The statutory authority for this sole source procurement is FAR 8.405-6(a)(1)(c). There is a reasonable basis to conclude that the supplies or services are available from only one responsible source and no other type of supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. NGA plans to extend the Consolidated Analytic Spatial-data initiative (CASi) contract on a sole source basis to compete the migration of a CASi system in the Commercial Cloud Services (C2S) on Joint Worldwide Intelligence Communications System (JWICS). The current contract expires on 29 February 2016. NGA intends to award a sole source, time and materials/firm fixed-price contract to Everest Technology Solutions Inc. The period of performance for this contract extension will be two (2) months from 1 March 2016 to 29 April 2016. The CASi contractor is the only source for this extension due to their development of the CASi system and unique expertise in executing actions and enhancements. As the CASi system developer, Everest Technology Solutions, Inc. currently is the only vendor with the necessary knowledge of the CASi software code to successfully ensure this capability is migrated to C2S on JWICS and supported during this period of performance. As a result, the Government believes that only Everest Technology Solutions possesses the unique capabilities required to perform this effort. Information received as a result of this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Sole Source Justification and Approval will not be published due to classification and national security interests.
