Description
TENSILE TEST TOWER UPGRADE FOR. US NAVY FACILITY AT PICATINNY ARSENAL, NJ This is a Sources Sought Synopsis. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government from an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for solicitation will not receive a response. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. The Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division is seeking potential sources that have experience in the design, construction, and installation of tensile testing machines. This is in preparation for upgrading a tensile test tower from a capacity of 50,000 pounds to 100,000 pounds. The test tower is located in a US Navy test lab facility at Picatinny Arsenal, NJ. The lab facility is operated by NSWC IHEODTD (Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division) Picatinny Detachment, Code G1. This test lab facility currently has a hydraulically operated test tower used for tensile testing of large pieces of handling equipment (slings, beams, etc.) in support of US Military efforts. The tower is 40 feet high with an A-Frame type construction. A hydraulic actuator mounted to the upper part of the A-frame is used to apply vertical tensile test loads up to 50,000 pounds. A control system for operating the hydraulics is located on the ground behind an adjacent protective wall. The tower is physically located inside the Building 458 environmental test lab at Picatinny Arsenal, NJ. The building roof is raised in the area of the tower so as to accommodate the tower height. Access to all tower components is from inside the building only. This is a sources sought notice only; this is not a pre-solicitation notice or solicitation for proposals/quotations. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice in no way obligates the Government to any further action. REQUIREMENT Interested parties are being sought to conduct an upgrade in capacity of an A-Frame Tensile Test Tower from 50,000 to 100,000 pounds. Interested parties are being sought to conduct the following efforts: •a) Perform an engineering design analysis on the current A-frame tower structure to confirm its strength and suitability to be rated at the higher capacity. •b) Design a replacement of the current hydraulic actuator with a system capable of obtaining pull forces of no less than 100,000 pounds. The new system may be hydraulically driven or mechanically driven. •c) Modify/redesign/replace the existing control system to enable the control/operation of the upgraded tower with 100,000 pound capacity. The control system delivered shall be fully computer controlled with digital display, recording, and printing capabilities. •d) Coordinate and accomplish the full upgrade of the tower hydraulic and control systems based on the designs generated. All equipment, tools, hardware and parts required for the tower upgrade shall be included in the contract costs. This includes delivery and removal of hardware and waste. Tower components removed from the existing tower shall be disposed of by the contractor. All interested sources shall provide a company brochure or list of specifications, organization name, address, a point of contact, phone number, fax number, e-mail address, business size, taxpayer identification number, DUNS number, and CAGE Code.
