- NAVFAC Mid-Atlantic intends to negotiate on a brand name basis pursuant to FAR 6.203-1 -- Only One Responsible Source No Other Supplies or Services Will Satisfy Agency Requirements “for the Teledyne Reson Seabat T50 P Portable Multibeam Sonar System and All Ancillary Equipment. This requirement will include the following characteristics: Product Description: A 180-day Lease of a complete Reson SeaBat T-50 P kit, including the SeaBat T50 P Multibeam sonar system including all ancillary equipment (listed below as Items A through M). Upon completion of the 180-day lease period, NAVFAC Mid-Atlantic will either: A) return the equipment to the vendor or B) has the option to buy-out and keep the equipment and software for a one-time, final, additional nominal fee as quoted by the vendor. A.Reson, SEABAT T50-P, Portable Multi-Beam Sonar System, (Default: 25m cables, 200-400kHz, 512 beams and mounting bracket) B.LICENSE, FlexMode (requires min 512 beams) C.LICENSE, Multi-Detect D.LICENSE, T-series, X-Range, Incl. FRDH, Full Rate Dual Head E.Fairing Add-on,Mounting Bracket Standard, T50, EM7218/TC2181 F.AML, Sea Surface Micro X SV Probe Package, 6000m G.AML, BaseX Water SVP with XChange H.AML, Data-X WiFi data transfer for Base-X I.Applanix RTK Surfmaster POS/MV System including upgrade from RM to Small Form Factor (SFF) PCS for Applanix Wavemaster J.IP68 rated SubSea Housing for POS MV Surfmaster IMU K.Applied Marine Systems, Mini Hydro Mount Pole including all ancillary hardware and accessories required for mounting on a boat-of-opportunity. L.Honda, EU2000i Portable Generator, 1600 Watts Rated, 2000 Watts Surge Rating M.Shipping to Naval Station Norfolk Salient Characteristics: The equipment to be rented will be deployed by in-house forces for conducting subsea imaging and bathymetric survey projects that will require the use of a small skiff sized vessel, including vessels of opportunity where temporary installation of the sonar equipment will be required. Consequently, the project requirements necessitate the use of special light weight, compact and high resolution multi-beam sonar. High resolution subsea imaging work will require the use of multi-beam sonar equipment capable of simultaneously transmitting 512 sonar beams with ˝ degree beam spacing. Efficient bathymetric surveying operations necessitates a multi-beam sonar system capable of maintaining a minimum 150 degree swath angle in water depths of 150 meters or greater. The Reson Seabat T50 P Portable Multibeam Sonar System including all ancillary equipment (as described above) is specially designed to be highly portable by using light weight, compact sized components and is the ONLY such equipment that satisfies the 512 sonar beams requirement with ˝ degree beam spacing and minimum depth requirements. This Request for Information is NOT a request for competitive proposals. Parties may identify their interest, accompanied by supporting literature, to the Contracting Office no later than 24 February 2016 at Noon at Local Time (Norfolk, VA). The determination to conduct a competitive procurement based on the responses to this request for information is solely within the discretion of the Contracting Officer.
