- United States (U.S.) Department of Veterans Affairs (VA), Office of Information and Technology (OIT), Service Delivery and Engineering (SDE) VA118-16-N-1007 The purpose of this Source Sought Notice is to search for qualified vendors capable of meeting the requirement to provide LEC telecommunication voice services to VA OI&T Region 3 site located at 205 Lakeshore Pt., St. Mary's GA 31558. Services include but are not limited to: 1 ISDN PRI circuit with inbound/outbound calling capability; 30 Direct Inward Dial numbers (DIDs); 2 POTS lines. See specific tasks and deliverables in the attached draft Performance Work Statement (PWS). The anticipated contract period of performance is one, 12-month base period and four 12 month option periods. This is a request for information (RFI) only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. Do not submit a proposal or quote. This market research is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. Questions In support of this effort, VA is conducting market research to help further refine requirements and establish the best acquisition approach. See specific tasks and deliverables in the attached draft Performance Work Statement (PWS). Additionally, please address the following questions: (1) Name of Company: DUNS Number: Address: Point of Contact: Phone Number: Fax Numbers: Email Address: (2) Does your company plan to be the prime contractor or subcontractor for this effort? (3) Please provide details regarding proposed joint ventures, teaming arrangements, strategic alliances or other business arrangements to satisfy requirements of the PWS Small businesses are encouraged to identify teams whereby each team member is considered small business based upon the proposed North American Industrial Classification System (NAICS) code of 517110. (4) Is your company currently providing similar services to another government agency or other non-government customer? If so, please identify the agency or non-government customer. If you are unwilling to share your customers' identity, please address whether your company offers the same or similar services commercially (outside the federal government). (5) Please identify your company's Small Business size status based upon the applicable NAICS code of 517110. The Size Standard for this NAICS code is $25.5 Million. Large Business Concern Small Business Concern 8(a) Small Disadvantaged Business (SDB) Woman-owned Small Business Historically Underutilized Business Zone (HubZone) Veteran-Owned Small Business (VOSB) Service-Disabled Veteran-Owned Small Business (SDVOSB) (6) The Government has selected the applicable NAICS code for this effort based upon the significant services encompassing the entire range of Acquisition and Budget requirements. If in responding to this RFI you believe another NAICS code should be applicable, please identify the NAICS code you consider appropriate for this effort along with detailed supporting rationale. (7) Please provide positive or negative feedback regarding the attached PWS with associated required services such as recommended changes, noted exceptions, ambiguities, etc. If interested, please submit a Capabilities Statement, limited to ten (10) pages for your company, your teammates and or subcontractors. Additionally, please include a cover page which indicates your company's full name, your teammates and or subcontractors, point of contacts, any and all schedule contracts your company may have and your size standard for NAICS 517110. Please specify if you, your teammates and/or subcontractors are a Service Disabled Veteran Owned Small Business or a Veteran Owned Small Business. Please note VA118-16-N-1007 in the subject line of your response. Submittal Instructions: Responses are requested no later than 1:00 PM EST, Friday, February 24, 2016 via email to Michael Frank, Contract Specialist at michael.frank@va.gov and Iris Farrell at iris.farrell@va.gov, Contracting Officer. Submit questions in writing, regarding this RFI to michael.frank@va.gov. The Government will try to answer all questions. Those questions and answers will be posted to this site as an attachment.
