- Description: Air Force Life Cycle Management Center, Training Aircraft Division, intends to award a sole source Firm-Fixed Price contract for one (1) year of Contractor Operated and Maintained Base Supply (COMBS) services to DynCorp International, LLC, 13500 Heritage Parkway, Fort Worth, Texas 76177. Market research was conducted and it has been determined this one-year effort is a sole source requirement IAW FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The COMBS contract will provide supply chain management services supporting the JPATS fleet of 743 T-6 A/B/D aircraft at 12 locations for one year. The US Air Force (USAF) is designated as lead service for the jointly funded (Air Force, Navy, Army) JPATS program. The JPATS users include USAF Air Education and Training Command (AETC), US Navy (USN) Naval Air Systems Command (NAVAIR) and Chief of Naval Air Training (CNATRA), US Army (USA) Aviation Flight Test Directorate (AFTD). COMBS services include but are not limited to; stock, store, issue, procure/deliver, repair, replenishment and return to service of aircraft material and equipment in support of the users' annual flying hour program. The contractor will also provide required Federal Aviation Administration (FAA) serviceability documentation and management of Government Furnished Property (GFP) supplied during the performance of this contract. DynCorp International provides highly specialized COMBS services in support of three variations of the T-6 aircraft, for USAF, USN, USA, at twelve different military installations. DynCorp International is responsible to issue all common and unique material/equipment for the three T-6 variations, to ensure that there are sufficient mission-capable aircraft to meet customer requirements. As the incumbent contractor, only DynCorp International, LLC can provide the required highly specialized services, on 1 Nov 2016, at acceptable performance levels without causing unacceptable delays in fulfilling the agency's requirements. In order to transfer responsibility for COMBS services from the incumbent contractor to a new contractor, an overlapping transition period is necessary to ensure the contractor will meet the agency's requirements when full performance begins. Such a transition period would create a gap in service resulting in unacceptable delays in fulfilling the agency's requirements. The intent of this follow-on contract is to prevent a break in service while allocating sufficient time to conduct a competitive source selection. This is a notice of intent, not a solicitation. Responsible sources, however, may submit a capability statement, proposal, or quotation which shall be considered by the Air Force if received within 15 calendar days of the posting of this notice. Any respondent is to specify in its response whether it is a large business, small business, small disadvantaged business, 8(a) concern, women-owned small business, HUBZone small business, veteran-owned small business or service-disabled veteran-owned small business. Respondents should also specify whether they are a U.S. or foreign-owned firm. Any responses will be considered by this office before a final decision is made to solicit and negotiate with only one source in accordance with FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The Government is not responsible for any costs incurred by responding to this notice. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government.
