Description
Draft Exhibit B, Statement of Work National Security Technologies LLC (NSTec), a Prime Contractor to the DOE, is seeking sources for the fabrication of systems and subsystems (chassis) necessary for complex, electro- optic diagnostic systems used in laser Doppler velocimetry. This requirement is for hardware to be used by National Security Technologies LLC (NSTec) (CONTRACTOR) and the Los Alamos National Laboratory (LANL) in collaborative experiments to be conducted at the Nevada National Security Site (NNSS) and Los Alamos, New Mexico. Systems to be fabricated by SUBCONTRACTOR will be either 1) Photonic Doppler Velocimetry (PDV), or 2) Multiplexed Photonic Doppler Velocimetry (MPDV). PDV and MPDV systems are laser Doppler velocimetry diagnostics that operate at 1550nm using fiber coupled components. Fabrication of either diagnostic system involves electrical power distribution, electrical control signals, single mode fiber-optics (routing, fusion splice and connectorization), Class IV lasers, and mechanical (chassis) design. Fabrication includes performance quality assurance testing of subsystems and completed chassis. The Drawings, Specifications and Technical Documents listed in Exhibit B have been provided by CONTRACTOR which is solely responsible for this effort. Purchase Order Releases for a PDV and/or MPDV diagnostic system per the attached Statement of Work, Drawings & Specifications include, and are described in this document, as follows: 1) 64-channel MPDV system, 2) 32-channel MPDV system, and 3) PDV system. Fabrication purchase order releases of complete systems up to ten (10) 64-channel MPDV systems, five (5) 32-channel MPDV systems, and/or twenty (20) PDV systems may occur in the FY16 - FY18 timeframe. In addition to complete systems which incorporate multiple chassis, task orders for additional, individual chassis of a specified type may also occur. Chassis fabrication purchase order releases up to ten (10) items may occur in the same timeframe. The Subcontractor shall be required to implement and maintain a Quality Assurance (QA) Program in accordance with the following Quality Assurance Criteria and Requirements: • DOE Order 414.1D, "Quality Assurance" Attachments 1-4, Contractor Requirements Document AND • ISO 9001:2008 or later for non-nuclear and non-critical work activities, AND • Subcontractor will implement a Suspect/Counterfeit Items (S/CI) prevention process to whatever extent necessary to prevent the introduction of S/CI which includes, at a minimum, the conduct of inspection of this equipment/material prior to shipment. This inspection will incorporate, among other things, an inspection for suspect/counterfeit items (S/CI) or components contained within, or on the equipment in accordance with DOE "Guide No. G 414.1-2B Quality Assurance Program Guide." Notwithstanding, any other provisions of this subcontract, should any S/CI or components be found within or on this equipment during Contractor receipt inspection, Subcontractor shall, at its expense, promptly replace such items or components. This requirement shall be flowed down to all levels of Subcontractors as it pertains to this procurement activity. The Subcontractor shall be required to implement and maintain a non-disclosure agreement as well as data management and fabrication facilities appropriate to the protection of IP (intellectual proprietary) and ITAR (Intellectual Traffic in Arms Regulations) restricted information. Note: CONTRACTOR reserves the right to perform qualification audit and/or site visits to ensure that the SUBCONTRACTOR has acceptable fabrication, QA, and IP protection processes. To be considered, interested parties shall provide to CONTRACTROR the following: 1. Company name, address, point of contact to include phone number and e-mail address, and business size based on NAICS code of 333314 with size standard of 500 employees. 2. A project approach that provides an overview on how the fabrication is to be preformed to include Design, Manufacturing Methodologies and Options, Facilities including existing equipment, location of factory, Fabrication processes, and Quality Assurance. 3. Schedule is critical therefore an accurate time line is necessary. Address production cycle time from receipt of order discussing the major milestones, example: component procurement, fabrication, quality assurance testing, delivery. 4. Evidence of experience in the manufacturing and fabrication of the materials by providing references, including points of contact for similar work within the past 5 years. Materials and subsystems include: fiber-optic routing and terminations, fiber-optic fusion splicing, fiber-optic assembly appropriate to high power (Class IV) laser operation, operation of Class IV lasers and amplifiers, wavelength division multiplexing, MEMS fiber-optic switching, high speed e-net communication, high bandwidth electrical signal transmission. 5. A copy of your current Quality Assurance Program. 6. A copy of your current Intellectual Property (IP) protection program including physical means for control of ITAR restricted IP. 7. A Rough Order Magnitude (ROM) for one (quantity 1), 32-channel MPDV system and one (quantity 1) 64-channel MPDV system. Ability to scale fabrication processes to allow for simultaneous fabrication of up to four (quantity 4) 64- channel MPDV systems within a nine month period.
