- Solicitation # NNG16572069Q NASA/GSFC has a requirement for ozone measuring devices called ozonesondes, and radiosondes that are compatible with the DT ground station for field work and for ozone lidar calibration from Droplet Measurement Technologies, Inc. (DMT) pursuant to FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from one source. The items include the following: (50EA) 2Z-V7 Ozonesonde Model (includes lithium batteries) (50EA) IMet-1 Radiosonde, 403mHz,C/A code, GPS Receiver, Solid State Pressure Sensor (50EA) Ballon, Totex Rubber 1200q (50EA) Ballon Launch Reel (50EA) Parachute Type 5710 The droplet ground station will only operate with the Droplet radiosonde system because of existing software which consists of a calibration unit and antenna that will not operate with other software for this specific field campaign and are the same lidar deployed as in the 2014 air quality launches. For the highest accuracy, and to avoid development of a mathematical transfer function that would introduce uncertainty into the data these items are only available from one source. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to: Nadine.Graham@nasa.gov not later than 12:00 p.m. local time on 02/19/2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit a statement which shall be considered by the agency.
