- Market Research Questionnaire THIS IS A SOURCES SOUGHT NOTICE ­ FOR PLANNING PURPOSES ONLY. The General Services Administration (GSA) is seeking qualified small business contractors (including small disadvantaged businesses such as HUB Zone Certified, 8(a) Certified, Service-Disabled Veteran Owned and Women Owned, etc.) with General Construction Contracting experience for the CTA Pedestrian Tunnel Repairs at 219 South Dearborn Street in Chicago Illinois. The project consists of the following repairs: 1. Repairs to the existing CTA Pedestrian tunnel expansion joints located at the intersection of the Dirksen Courthouse foundation and CTA Pedestrian Tunnel. These are located at both the west and east side of the Dirksen building. 2. Repairs to the foundation wall and tunnel concrete joints where water infiltration is occurring due to possible failure of the water stop. This scope of work will involve chip out of existing concrete walls within the mechanical room adjacent to the pedestrian tunnel and repairs to the perimeter of the tunnel. Chip out and remove deteriorated concrete and replace water stops and expansion joints at interface of Dirksen foundation and CTA Pedestrian Tunnel. 3. Full repairs will require exterior excavation along S. Dearborn Street south of the CTA elevator and North of the CTA Blue Line Station Stairs. This will require the following work: a. Removal and reinstallation of: i. Existing Bollards ii. Existing granite pavers b. Removal and installation of new: i. Setting bed ii. Waterproofing systems consisting of protection board and membrane. iii. Concrete slab. c. Concrete structure for CTA Station and Dirksen foundation wall is to be protected. d. Excavation will require Earth Retention System and Dewatering. e. Infill with approved earth fill materials for compaction. f. See plans for area of excavation. 4. Additional excavation will be required at the east side of the Dirksen where the Federal Plaza meets Quincy Court. This will require the following work: a. Removal and reinstallation of: i. Existing granite pavers b. Removal and installation of new: i. Concrete sidewalk ii. Setting bed iii. Waterproofing systems consisting of protection board and membrane. c. Existing concrete foundation is to be protected. d. Existing underground Cold Water, Sanitary and Storm Water lines are to be protected for project duration. 18" storm water line has been determined to be in poor condition and shall be replaced. e.Excavation will require Earth Retention System and Dewatering. f. Infill with approved earth fill materials for compaction. g. See plans for area of excavation. 5. Repair the existing CTA Pedestrian Tunnel exposed exterior concrete located within the Dirksen Courthouse subbasement. These repairs involve: a. Repairs to observed spalls where rebar is exposed b. Repairs to delamination of concrete c. Removal of water stains. 6. Interior repairs to the CTA Pedestrian Tunnel will require removal and reinstallation of the terrazzo floors, cement plaster ceiling, and stone tile walls. This area of work is to be coordinated with the concrete repairs. See plans for interior elevations, reflected ceiling, and finish floor plan for additional information. 7. Within the CTA Pedestrian Tunnel existing floor drains are to be removed and new floor drains are to be installed. Existing storm pipes located directly under the CTA Pedestrian Tunnel are to be removed and PVC storm pipe is to be replaced from Separators to the ejector pits. 8. All repairs are to be coordinated with CTA for tunnel access, security and safety clearances. The North American Industry Classification System (NAICS) Code for the proposed acquisition is 236220 and all associated specialty trade Contractors. The estimated total construction cost for this project falls within the range of $1,000,000.00 to $5,000,000.00. THIS IS NOT A REQUEST FOR OFFERS OR PROPOSALS. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. This is a market research tool being utilized to determine the availability and adequacy of potential sources prior to issuing a formal solicitation. The Government is not obligated to and will not pay for information received as a result of this announcement. Requests for a solicitation will not receive a response. If no responses are received from potentially responsible small business sources, GSA under the FAR part 19.501(b) will have completed its due diligence regarding setting this procurement aside for small businesses and will proceed with procuring this requirement on an unrestricted basis. Firms interested in this project shall provide a minimum of two (2), no more than five (5), similar projects that are at least 90% complete. A "similar" project is defined as a project that is similar in size, type and complexity as further defined below. 1. To be considered similar in size, projects must exceed $250,000 in construction costs and be completed in the last ten (10) years. 2. To be considered similar in type, project(s) must include the repair of structural concrete in commercial or public buildings or poured in place concrete vaults. 3. To be considered in complexity, projects should include, but are not limited to concrete sounding, concrete patching, shotcrete installation, structural concrete section replacements, and applied water proofing techniques of underground concrete structures. If you are an interested small business, please submit 1) the Market Research Questionnaire and 2) a Project Experience Form for each project example. All information is subject to verification. Each response shall be reviewed by the Contracting Officer for the purpose of determining whether there exists reasonable expectation of obtaining a sufficient number of offers from responsible small businesses that are competitive in terms of market prices, quality, and delivery. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. All information furnished to the Government in response to this notice will be used for review purposes only. Completed Market Research Questionnaires and Project Experience must be submitted no later than Wednesday, March 9, 2016 at 4:00 PM CST.
