Description
This is a Request for Information (RFI) only, which, as a part of ongoing market research (ref FA8124-15-R-0002), is being issued in accordance with (IAW) Federal Acquisition Regulation (FAR) subpart 15.201(e). This is not a solicitation/request for proposal and no contract shall be resultant from this synopsis. The Assistant Secretary of Air Force (Acquisition) Office of Transformational Innovation (SAF/AQ-OTI) in conjunction with the Air Force Life Cycle Management Center and Air Force Global Strike Command are seeking to identify financing alternatives for use in a B-52H re-engining capabilities study. DESCRIPTION: The United States Air Force (USAF) continues to evaluate financing alternatives for a possible B-52 re-engining effort. The re-engining of the B-52H is estimated to be a multi-billion dollar effort that may require the financing of approximately 650 engines and the integration of said engines. SAF/AQ-OTI has been given the lead for this study and has been exploring financing alternatives for some time to include an Operating Lease, a Service Contract, and various hybrid financing models. USAF is specifically interested in understanding terms and conditions that may be necessary to achieve each of the financing models noted above and other models that may be achievable, as well as factors that may affect interest rates. For this effort, we are considering long-term (20+ years) financing opportunities that may be initiated in tranches over a 7-year engine integration timeline. USAF is also interested in how residual value considerations may affect the terms and conditions for the financing models under consideration. Inputs are requested from Industry as to the feasibility and limitations of these financing vehicles. Industry must take into the account the USAF's financial regulations as well as statutory guidelines that govern DoD procurement. However, the USAF is open to discussing innovative financial concepts that may require statutory and/or regulatory changes. All interested parties should send their response, questions and/or comments to Mr Rafael Morales at figueroa.r.morales.civ@mail.mil. Please use "B-52 Re-engining Financing" as the subject line of your email question and/or comment. All responses must be received no later than 15 March 2016. All questions and comments must be written (e-mail is preferred). No telephone calls will be accepted. The Government will not pay for any information received in response to this request, nor will the Government compensate any respondent for any costs incurred in developing the information provided to the Government. Handling & Processing: All responses received will be considered for developing the project concept. Under this Request for Information or under future issuances, USAF may terminate or continue to pursue this project. Under 10 U.S.C. § 2667, the federal government uses competition to pursue any leases, agreements, etc. that may be issued in pursuit of federal asset management and energy goals. USAF and the various federal agencies may use non-government consultants to assist with its review of all responses received. Any non-government consultants who support the review of responses will be subject to all appropriate non-disclosure agreements. All responses received may be held for an extended period of time, not to exceed one (1) year, and will be destroyed. RFI responses will not be returned to the originator. All information desired or required to be handled as proprietary or as confidential business information should be clearly and appropriately marked. Proprietary information will be safeguarded in accordance with applicable Government regulations. This RFI is for planning purposes and does not constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of information. The Government shall not be liable for, or suffer any, consequential damages for any improperly identified proprietary information.
