Description
The United States Government, represented by the U.S Agency for International Development to Liberia (USAID/Liberia), intends to issue a solicitation for Sustainable High Impact Infrastructure for Education and Agriculture (SHINE) Project, USAID/Liberia. The overall goal of SHINE is to provide infrastructural support towards the achievement of the mission’s development objectives through 1) More effective, Accountable and Inclusive Government; 2) Sustained Market-Driven Economic to Reduce Poverty; 3) Improve Health Status of Liberians and Better Educated Liberians. Activities under this objective will be implemented in USAID target counties of Bong, Nimba, Lofa, Bomi, Margibi, Montserado and Grand Bassa of Liberia. SHINE Project is planned as part of the integrated cross-sectorial approached to vertical infrastructural support across USAID developmental objectives. This activity will provide construction/rehabilitation services for vertical infrastructure (buildings) in support for USAID funded projects in higher education, agriculture and engineering, agriculture processing, economic governance, and natural resources management. Additional, this activity is a combined implementation of both technical assistance and capacity building for the value chain development and related infrastructure as was initially conceived in 2009 as the Food and Enterprise Development (FED) activity. Key to the implementation of this construction project will be close coordination with the respective Government of Liberia (GOL) institutions and USAID –funded mechanisms working in the related sectors. A solicitation will be issued on/about February 29, 2016 restricting this procurement 100% to small business concerns as prescribed in FAR Part 6.203 of the Federal Acquisition Regulation (FAR). All set aside business pursuant to FAR Part 19.5 are eligible to compete. Please do not consider this announcement as an RFP, do not submit your proposals until the formal RFP is posted. Potential Offerors should frequently check the Federal Business Opportunities at www.fbo.gov for the forth coming solicitation information. USAID anticipates awarding a Firm Fixed Price Contract. Magnitude of Construction is more than $10,000,000.00. The contract Period of performance is four years including all options. The purpose of this notice is to comply with the synopses and pre-solicitation notice requirement of FAR 5.2, Synopses of proposed Contract Actions. Any solicitation resulting from this notice will be handled in accordance with FAR 5.102(d); therefore availability of any resulting solicitation package will be limited to this electronic medium. Accordingly’ interested vendors are encouraged to register themselves as interested vendor. This is NOT an Invitation for Bid (IFB) or Request for Proposal (RFP) and in no way obligates the US Government to issue an RFP/IFB or award a contract. The information herein below is released for the wide dissemination to all parties and is indicative only. The information is subject to modification and is in no way binding to the government and the estimate is based on the best information available at this time. This notice does not obligate USAID to award a contract, nor does it commit the US Government to pay any cost incurred in the preparation and submission of proposals.
