Description
NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with L-3 Datron Advanced Technologies for purchase of original equipment manufacturer (OEM) spare parts to support the 13 Meter Antenna Systems at the Wallops Command and Data Acquisition Station (WCDAS). The National Oceanic and Atmospheric Administration (NOAA) Office of Satellite and Product Operations (OSPO) is an organizational component of the National Environmental Satellite, Data and Information Service (NESDIS). The OSPO has operational responsibility for the Satellite Operations Control Center (SOCC) at Suitland, MD and the Command and Data Acquisition Stations (CDAS) at Wallops, VA and Fairbanks, AK to command and control the satellites, to track the satellites, and to acquire their data. The OSPO also manages and directs the operation of the central ground facilities which ingest, process, and distribute environmental satellite data and derived products, to domestic and foreign users. The purchase of L-3 Datron Advanced Technologies OEM spare parts will restore Logistics inventory stock levels to adequately support 24 hour command and control capabilities and reduce down time due to failures of the 13 Meter Antenna System's operational equipment at the Command and Data Acquisition Stations (CDAS) at Wallops, VA. This notice represents the only official notice. This notice of intent is not a request for competitive proposals and no solicitation package is available. It is the Government's belief that only L-3 Datron Advanced Technologies can provide the deliverables under this contract. However, firms that believe they can provide the supplies required in this project that fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government.
