- Sources Sought Synopsis Notice to Small Businesses The purpose of this notice is to obtain information regarding the availability and capability of qualified small business concerns; 8(a), Woman-Owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone), Small Businesses, and Service-Disabled Veteran-owned Small Businesses (SDVOSB). The Food and Drug Administration intends to provide maximum practicable opportunities in its acquisitions to small businesses. The Food and Drug Administration (FDA) is conducting a market survey to assess the availability of small business firms as defined by NAICS code 811219 to provide a service contract for Oxford Instruments Aztec mics-x-stream2-xmx50 Energy Dispersive X-ray Spectrometer. This notification is for market research purposes and does not constitute a commitment, implied or otherwise, that a procurement will be accomplished. FDA welcomes responses from all interested parties. FDA does not intend to make a selection decision or award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted of FDA's use of such information. Acknowledgment of receipt of responses will not be made, nor will respondents be notified of the outcome of the FDA's review of the information received. Additionally, the FDA does not intend to hold discussions concerning this sources sought with any interested parties. However, FDA reserves the right to contact vendors if additional information is required. Specific Tasks: The Forensic Chemistry Center (ORA/CER/FCC) requires a one-year service contract for an Oxford Instruments Aztec mics-x-stream2-xmx50 Energy Dispersive X-ray Spectrometer with serial number 37622. This contract shall include at a minimum: coverage on all non-consumable items and parts supplied including base instrument, computer, and monitor, unlimited on-site service visits with a maximum 48-hour on-site response time, factory-certified (or OEM) replacement parts, engineer labor and travel costs, software updates and notifications, and one scheduled preventative maintenance visit. Salient Characteristics: • The offeror shall be an authorized distributor and servicer of Oxford Instruments Energy Dispersive X-Ray Spectrometers. • The contractor shall provide preventive maintenance and emergency response service calls within the Forensic Chemistry Center, 6751 Steger Drive, Cincinnati, OH 45237. • The service agreement shall include one scheduled annual preventative maintenance visit and unlimited on-site service visits with a maximum 48-hour on-site response time. • The service agreement shall include coverage on all non-consumable items and parts supplied including the base instrument, computer and monitor, factory-certified (or OEM) replacement parts, materials, labor and travel costs shall be included. Phone support to isolate and resolve hardware problems shall be included. Software updates and notifications shall be included. • All replacement parts shall be original equipment manufacturer (OEM) or factory-certified to meet or exceed factory specifications. • The regular services performed on site shall be Monday through Friday, 8:00 am to 5:00 pm Eastern Time. Instrument Location: Forensic Chemistry Center, ORA Food and Drug Administration 6751 Steger Dr. Cincinnati, OH 45237 General Instructions Contractors that believe they possess the ability to provide the required services must submit documentation of their ability to meet the characteristics listed above to the Contract Specialist. The capability statement must also include the organization name, type of business, DUNS number, point of contact name/telephone number/email address, and applicable NAICS code. Capability statements that do not provide sufficient information for assessment will be considered non-responsive.
