- CMa Sources Sought Questionnaire CMa Sources Sought Attachment A Construction Management (CMa) Services Repair and Alteration to the Existing U.S. Land Port of Entry in Madawaska, ME, 63 Bridge Avenue, Madawaska, ME 04756 General Services Administration, Region 1 Project Number: NME00001 THIS IS A SOURCES SOUGHT AND NOT A REQUEST FOR PROPOSAL for Construction Manager as Agent (CMa) Services for the Madawaska Land Port of Entry Repair and Alteration Project. Responses shall be used for planning purposes only and shall not commit the GSA to issue a solicitation for this requirement. It is anticipated that a solicitation based on the outcome of this market survey will be published and that a subsequent contract from the solicitation will be awarded. The General Services Administration (GSA), New England Region, Acquisition Management Division Capital Program is conducting a market survey to seeking qualified sources to provide Construction Manager as Agent (CMa) services for the repair and alteration of the U.S. Land Port of Entry in Madawaska, ME to determine if there is adequate competition among qualified Small Business. If it is determined that adequate competition exists, GSA may set the requirement aside for competition among the selected group. All interested Small Businesses including, HUB Zone, 8(a), Small Disadvantaged, Woman-Owned, Veteran-Owned or Service Disabled Veteran Owned contractors should respond to this office in writing by e-mail on or before due date listed below. The Government is not obligated to and will not pay for any information received from the potential sources as a result of this market research. A Construction Manager as-Agent (CMa) is defined as a firm engaged under direct contract to a building owner or client, in this case the General Services Administration (GSA), to provide design review, cost estimating, scheduling and general construction oversight services. BACKGROUND: The existing Land Port of Entry (LPOE) facility is located in Madawaska, ME, and is bounded by Bridge Avenue and the St. Johns River. This site is approximately.94 acres. The total square footage of the project is approximately 8,989 GSF and will include updating of; the 1,000 square foot Commercial Inspection Building (CIB), the 3,000 square foot Main Port Building (MPB) made of concrete block and brick structure) built in 1959, serves as a port of entry from New Brunswick, Canada via an international bridge; inspection booths and new roof on the main port building and primary and secondary inspection canopies (2,000 square feet); new site improvements, and new HVAC, electrical, utility, and security systems. Port operations will be continuous 24/7/365 throughout all construction phases on a very constrained site. Port operations will occur in temporary facilities during the remodeling of the main port. The Madawaska Land Port of Entry is located on a parcel that is tightly constrained in every direction, either by geographic features, transportation lines, or privately held land. This one story brick and block masonry building was constructed in 1959 with much different energy and security needs than the current use. The main structure is flanked by two canopies: to the east, a two lane primary vehicle inspection station, and to the west, four secondary inspection bays located within a parking lot. There are no enclosed facilities for non-commercial primary inspections. No inspection facilities exist for commercial inspection. The port location is the greatest constraint which impacts any improvement to the port. PROJECT SCOPE: The GSA, at the request of U.S. Customs and Border Protection, will provide repair and alteration to the existing Land Port of Entry in Madawaska, ME. The existing 4,865 GSF, circa 1959 Main Port Building (MPB) and secondary canopy will be upgraded and remodeled under this project. Total project square footage is 8,989 GSF. The existing facility will be modernized to include the following features: counter, work area, and offices; public counter and detention area, public restrooms, mechanical systems and security systems and site work. This project would reconfigure the existing building for better flow of operations and visibility on the main floor and provide personnel functions in the basement of the building which are currently missing. Enclose secondary inspection areas for Privately Owned Vehicles (POV) and two (2) of the existing inspection bays, which are currently covered by a canopy, be enclosed. Increase security and weather protection are included in the new Program of Requirements (POR) including fencing and gates at three (3) sides of the site.. A new roof, brick repointing and repair, paving, stabilization of the river bank, upgrades to the HVAC system and plumbing systems are required. Port operation will be continuous 24/7/365 throughout all construction phases on a very constrained site. It will be the CM's responsibility to oversee the work as discussed within this section and ensure that it is fully executed within the constraints of the construction budget. The CMa is responsible to ensure that the GSA interests as the owner are well served. In this regard, the CMa shall assist the GSA in ensuring that the GSA requirements with regard to scope, schedule, budget, quality and other aspects of the project are met. The CMa shall serve as a facilitator and coordinator of the activities of all parties to ensure that the project execution proceeds according to plan. During the Design Stage, the CMa shall perform services relating to constructability, construction strategy and logistics, and budget control. The CMa shall also serve as the value engineering (VE) consultant. The CMa shall participate in the commissioning process, and coordinate with the GSA and the Commissioning Agent (introduced below) to identify appropriate commissioning program goals and to develop supporting inspection and testing practices to meet the objectives of the project commissioning plan. The CMa will subcontract commissioning services that are included in the Statement of Work.. The Commissioning Agent (CxA) is responsible to the CMa to provide documented confirmation that the completed facility fulfills the functional and performance requirements of the CMa contract with GSA, the facility occupants, and the facility operators. The CxA will perform work as necessary to verify and document compliance with the GSA performance objectives throughout design, construction, start-up, and the initial period of operation. The specific activities, tasks, and deliverables required of the CxA are further delineated by the CMa. The GSA may engage other parties to perform specialized duties and requirements as appropriate for the project. PROJECT SCHEDULE: March 2016 to January 2018 (twenty-two (22) months) WHO SHOULD RESPOND: All certified: Small Business, HUB Zone, 8(a), Small Disadvantaged, Woman-Owned, Veteran-Owned, Service Disabled Veteran-Owned (SDV), and other certified small businesses are encouraged to respond. Large Business submittals will not be considered. This office anticipates award of a contract for these services in Spring 2016. As per FAR 36.204 -- Disclosure of the Magnitude of Construction Projects estimated magnitude of construction: $1,000,000 and $5,000,000 The NAICS code is 541330 Engineering Services Small Business Size: $15,000,000 HOW TO RESPOND: Interested small businesses are required to fill out the attached Sources Sought Questionnaire and Attachment A and submit them to the GSA Contract Specialist and Contracting Officer below. Interested small businesses may also submit a brief Statement of Capabilities package (no more than 10 pages in length, single-spaced, 12-point font minimum) demonstrating their ability to perform the requested services. Commercial brochures or current marketing material may also be submitted with the capabilities package. Submission of a Statement of Capabilities package is not a prerequisite to any potential future offerings, but the additional information will assist the GSA in tailoring its requirements to be consistent with industry standards.
