Description

Sole source justification outlining market research and efforts taken to acquire competition. This is a Notice of Intent (NOI). The Defense Microelectronics Activity (DMEA) intends to negotiate on a sole source basis under authority of 41 United States Code (U.S.C.) 1901(e)(2) as implemented by FAR 13.501(a). The proposed source is JH Technologies, 2305 Paragon Drive, San Jose, CA 95131. The purchase is for the upgrade of an existing Leica DM8000M microscope to include Ultra Violet capabilities as detailed in the attached Statement of Work. JH Technologies is Leica Microsystems only authorized reseller in DMEA's region. This acquisition will be made in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement is not a request for competitive quotations; however, all quotations/responses will be considered by the government. A determination by the government not to compete this proposed contract, based upon responses received to this notice, is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties may identify their interest and capability in response to the requirement which shall be considered by DMEA. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-86 effective February 01, 2016. The North American Industry Classification System (NAICS) code for this procurement is 333314 with a small business size standard of 500 employees. This requirement is not set-aside for small business.
