Description
Dyess AFB is requesting information for a CATHOLIC PRIEST in support of the 7th Bomb Wing Chaplain Corps to determine available sources for services listed below. This is a request for information for market research purposes only. No solicitation is available at this time. This sources sought is open to all types of businesses including small businesses. The information in this notice is based on current information available to date and is not binding to the Government. ROMAN CATHOLIC PRIEST PERFORMANCE WORK STATEMENT 7th BW Chapel Dyess AFB, TX 1. Environment 1.1 Dyess AFB Air Force Base Chaplain Corps mission is tailored around the 7th BW mission. We provide for the religious and spiritual needs of the Air Force and their families. We support individual rights under the First Amendment to the US Constitution and provide an opportunity for everyone to freely exercise their religious beliefs. 1.2 The Chapel Tithes and Offerings Fund (CTOF) provides essential resources for Chapel programming. The majority of CTOF assets come through weekend worship service tithes and offerings with the remainder coming through donations. All assets must be fully protected and accounted for. 1.3 With the above in mind and under the guidance of the Wing Chaplain, the Contractor will provide services and support to the Catholic Community at Dyess AFB. The Contractor, with the assistance of the Catholic Community Coordinator, will ensure that full pastoral care is provided to the members of the Dyess AFB. 2. Qualifications 2.1. The Contractor must be a duly ordained Roman Catholic priest in good standing with the bishop of his diocese or the superior of his religious order in the Catholic Church. The good standing of the priest must be verified by appropriate documentation. 2.2. The Contractor must provide written documentation stating that he has the approval of his diocesan bishop or religious superior to provide services as a priest as well as provide written documentation of Ecclesiastical Endorsement from the Archdiocese for the Military Services (AMS), USA (http://www.milarch.org/). This documentation will be an approved DD Form 2088 ("Ecclesiastical Endorsement") that does not need to be approved prior to making a bid on a contract, but must be approved by the Military Arch Diocese in Washington DC prior to actual contract award. 2.3. The Contractor must be knowledgeable of Scriptures, liturgy, doctrine of the Roman Catholic faith and Canon law. 2.4. The Contractor must be knowledgeable of providing pastoral care in a diverse and pluralistic military religious environment. 2.5. The Contractor must be able to oversee a comprehensive Catholic religious education and formation program for the local installation and associated community. 2.6. The contractor shall have knowledge of military protocol or be willing to learn. 2.7. The contractor shall possess computer skills with a working knowledge of: Microsoft Word, Excel, Microsoft Outlook, Power Point and Desktop Publishing. 2.8. The contractor shall possess written and verbal English language proficiency. 2.9. The Contractor must be able to work with chaplains and chaplain assistants in an ecumenical/interfaith setting. 2.10. Must have a residential and/or cellular phone and be willing to supply the phone number to the Chaplain Corps staff for business purposes. 2.11. Must be able to pass security background investigation in accordance with Public Law 101-647, Section 231 [Crime Control Act of 1990 (http://devbehavpeds.ouhsc.edu/assets/pdf/CPT/Crime%20Control%20Act%20of%201990.pdf) and Department of Defense Instruction 1402.5, Criminal History Background Checks on Individuals in Child Care Services Positions(http://www.dtic.mil/whs/directives/corres/pdf/140205p.pdf)] and/or provide documentation of current background investigation. 2.12. A background in the military Catholic community and military chapel environment is highly preferred, however not required. 2.13. The Contractor will adhere to the policies defined in the "Archdiocese for the Military Services, USA, Priests' Manual as published by AMS dated 25 September 2008 and its Appendix dated 26 February 2009. 3. Duties and Responsibilities 3.1. The Contractor shall, plan, organize, and direct the activities of the Base Chapel Catholic community, ensuring that the Catholic program complies with legal and regulatory requirements and meets customer needs. 3.2. The Contractor shall provide administrative support, religious services, and pastoral care in support of: daily Mass, Sunday Mass with an opportunity for the Sacrament of Reconciliation, baptisms, weddings, annulments, parish funerals, fellowship/hospitality, Lent/Advent Penance Services, Ash Wednesday, Holy Tridiuum Services, Holy Day Masses, Religious Education and compile ministry information on the Air Force Chaplain Corps Statistical Report (AFCCARS) statistical data form. 3.3. The Contractor shall develop goals and objectives that support the teachings of the Roman Catholic Church. 3.4. The Contractor shall read and apply Air Force Policy Directive 52-1, Air Force Instructions 52-101, 102 & 102 Vol. II, 104, 105 Vol. I, II, III, IV, and local Operating Instructions (OI) instituted by 7th Bomb Wing, Chaplain Corps(7th BW/HC). 3.5. The Contractor shall, with the approval of the Wing Chaplain, establish periods for Catholic worship, provide proper liturgical environment, and conduct scheduled Eucharistic services as well as devotions, prayer services, sacramental rites, religious education and formation. 3.6. The Contractor shall prepare and deliver homilies/sermons. He must also prepare and submit worship bulletins for reproduction to the Non-Commissioned Officer In Charge (NCOIC) or designee. 3.7. The Contractor shall provide sacramental ministry to all seeking Catholic military members and their family members to include the services of the Sacrament of the Anointing of the sick and/or Viaticum. 3.8. The Contractor shall be accessible to Catholic individuals requiring the services of a Roman Catholic priest. 3.9. The Contractor shall attend monthly Parish Pastoral Advisory Council meetings and Wing Chapel weekly staff meetings to report on the Catholic Parish ministry. He must also attend all scheduled liturgy meetings as necessary, to assist in coordination of dates, times and places of all parish liturgies (especially seasonal liturgical events, i.e. Advent, Christmas, Lent, Easter, etc.). In addition, attends meetings as requested by the Wing Chaplain or his designee. 3.10. The Contractor shall, with the assistance of the Catholic Community Coordinator, prepare annual budget and monthly budget reports for the Parish Pastoral Council as well as facility and purchase requests for programs and materials. Submit fund request per rules of Chaplain Corps 52-105VII, Operating Instruction policy. 3.11. The Contractor shall, serve as a member of the Chapel Financial Working Group (CFWG), to present the faith group program plan (annual budget). The CFWG meets annually and semi-annually to review the status of the budget. 3.12. The Contractor shall maintain confidentiality in all areas of Privileged Communications as defined by HQ USAF/HC and in the Military Rules of Evidence. 4. Deliverables: The Contractor will supply information for the following reports. With the assistance of the Catholic Community Coordinator, all reports will be filed in a timely manner. DATA ITEM NUMBER TITLE Delivery Date/Description 1. Monthly AFCCARS Report Due to NCOIC or designee no later than (NLT) 3rd day of month. The report collects statistical data e.g. worship/religious education attendance tracked by 7th BW Chaplain Corps personnel. 2. Budget Reports, Facility Request Annual faith group program plan (annual budget) due NLT 15 Jul to Account Manager. Facility Request on fiscal year basis or as necessary. 3. Funds Request, Provide Account Manager forms for procuring CTOF funds as required. 4. Bulletins Provide weekly bulletin for worship service to NCOIC or designee. 5. Endorsement/License Provide ecclesiastical documentation to Wing Chaplain within a reasonable amount of time of being hired. 6. Plan/Organize/Direct Catholic Parish Provide leadership to Catholic & Base Community through annual Comprehensive Ministry Plan as required by the Wing Chaplain via the Global Ministry Life Cycle Plan to include the Financial Working Group. 7. Read Applicable Policies Read/apply AFPD 52-1, AFI 52-101, 102 & 102 vol. II, 104, 105 vol. I, II, III, IV, and local OIs. 8. Attendance at Meetings Provide vital input/update on Catholic Parish at Wing Chaplain staff meetings on Thurs, each week; parish council meetings 1 day each month; and other parish meetings as determined by the parish council. 9. Conduct Daily Mass Plan and provide opportunities for parish & base to attend/participate in 4 Daily Masses each week as determined by local worship schedule. 10. Conduct One Weekend Mass with an opportunity for the Sacrament of Reconciliation Plan and provide opportunities for parish & base to attend/participate in One Weekend Mass with an opportunity for the Sacrament of Reconciliation as determined by local worship schedule. 11. Conduct Sacramental Rites Plan and provide opportunities for parish & base to attend/participate in Sacramental Rites as scheduled/required by Parish Council and Wing Chaplain (Funerals, Marriages, Baptisms, etc.) 12. Conduct Holy Day Services Plan and provide opportunities for parish & base to attend/participate in Holy Day/Special Programs as scheduled/required (Lenten, Advent, Christmas, Easter, etc) 13. Homilies/Sermons Deliver homily/sermon to parishioners at each of the programs in items 9-12 above 5. Quality Assurance Guide Performance Objective Performance Threshold Provide a quality and comprehensive Catholic Religious Program a. Immediately notify Wing Chaplain of any change in ecclesiastical/endorsement status b. 90% of Daily Masses will begin and end on time as determined by Wing Chaplain c. 90% of Saturday/Sunday Masses will begin and end on time as determined by the Wing Chaplain d. 100% of Sacramental Rites will be conducted as scheduled and required e. 90% of Holy Day/Special Services will begin and end on time as scheduled f. 90% of religious education programs will begin and end on time as scheduled g. Will maintain at least a 75% satisfaction rating on annual survey designed by Catholic parish council and approved by Wing Chaplain 6. Government-Furnished Property and Services 6.1. The Chapel shall provide suitable office space and necessary program specific supplies and equipment as negotiated through the Wing Chaplain or designated representative and the Contracting Officer. 6.2. The Contractor shall use the equipment or supplies provided by the Chapel only for contract performance and will exercise reasonable care in caring for the equipment. At the end of the contract, the contractor will return the equipment to the Chapel in substantially the same condition in which it was received, ordinary wear and tear excepted. 6.3. The Contractor will submit funds request for any special supplies needed to perform services in the PWS not provided. 6.4. The Contractor shall safeguard all Government/Chapel equipment and supplies provided to fulfill this position. 7. General Information 7.1. Period of Performance. The period of performance consists of a base year plus four one-year option periods. Base year and option years may need modification based off of contract award date. Base Year 1 Oct 16 - 30 Sep 17 Option Year 1 - 1 Oct 17 - 30 Sep 18 Option Year 2 - 1 Oct 18 - 30 Sep 19 Option Year 3 - 1 Oct 19 - 30 Sep 20 Option Year 4 - 1 Oct 20 - 30 Sep 21 7.2. Place of Performance. The primary place of performance is 7th BW Chapel, Bldg. 6220, located on Dyess AFB, TX. The contractor may be required to occasionally travel away from the normal place of performance as required by the Wing Chaplain. 7.3. Travel. The Contractor shall perform travel between Dyess AFB and non-local facilities as required during the performance period of this contract. 7.4. Hours of Work. 7.4.1. 1130 Daily Mass. Mass will normally last at least 30 minutes four times a week, on Tues, Wed, Thurs, and Fri, arrive 30 minutes prior to scheduled service. 7.4.2. Conduct One Weekend Mass and Reconciliation. Mass will normally last at least one hour but not more than two hours. Arrive 30 minutes prior to scheduled service. Reconciliation will last no more than one hour. 7.4.3. Holy Day Masses/Services as scheduled and required. Masses/Services will normally last at least one hour but not more than two hours. Arrive 30 minutes prior to scheduled service. 7.4.4. Baptisms, weddings, annulments, parish funerals, Ash Wednesday, Holy Tridiuum Services as scheduled and required. Masses/Services will normally last at least one hour but not more than two hours. Arrive 30 minutes prior to scheduled service. 7.4.5. A minimum of eight (8) hours a day, four (4) days during the duty week, Tuesday through Friday, between the hours of 0730 and 1630 for customer service will be accomplished at the Chapel Office. 7.4.6. A minimum of four (4) hours weekly during Religious Education/Faith Formation classes will be accomplished at the Chapel Office as scheduled and required. 7.5. Provide support and attend meetings as listed in paragraph 3.9, frequency varies. 7.6. Provide pastoral support (including counseling) to individuals as requested and needed. Cases and frequency varies. 7.7. The contractor may be required to work irregular duty hours; e.g., night/weekend duty, and extended hours and emergency ministrations as required. 7.8. Provide support and attend spiritual renewal retreats, training workshops, Sacramental preparation, ecumenical programs with the Protestant community, other special programs/meetings or training opportunities as scheduled and required or determined by the Wing Chaplain or designated representative. Attendance and frequency varies. 7.9. The Contractor shall notify the Wing Chaplain of any absences and, if absent, will arrange to accomplish the tasks of this Performance Work Statement (PWS) at other times or provide a substitute of equal or higher proficiency. 8. Security Requirements. 8.1. The Chapel will conduct a background check as is consistent with 7thth Bomb Wing policies and procedures per DoDI 1402.5. The contractor will maintain a current security background investigation. Additionally, the contractor will comply with all Air Force Information Assurance and additional training requirements. 8.2. The Contractor shall be directly responsible for securing Chapel facilities when used before and after normal duty hours. 8.3. Quality Assurance: While quality assurance is ultimately the responsibility of the contractor, additional oversight will be observed by the Superintendent, Dyess AFB Chapel. The contractor shall consult with the Superintendent and/or the Contracting Officer for resolution of problems or questions about this (PWS). 9. Contractor- Furnished Items and Services 9.1. The Contractor shall provide the personal skills, training, and competency that will be needed to meet all requirements contained in this PWS. 9.2. The Contractor will provide any contractor-specific supplies and equipment to include: (1) Personal transportation. (2) Contractor preferred or specific office equipment or supplies. 10. Mission Essential Service: In accordance with DoDI 3020.37th, Continuation of Essential DoD Contractor Services During Crises, the 7th Bomb Wing Commander determined that Catholic Priest services performed during the period of 1 October through 30 September each year under this contract are mission essential, and as such, shall continue during periods of increased force protection (FPCON) up to Level: Charlie/Delta. To ensure contractor employees who perform the aforementioned services have clearance for continued access to Dyess Air Force Base during periods of increased force protection, the contractor's work place point of contact shall identify, in writing to the Contracting Officer, those employees who perform these services. Days and hours of operation for these services shall remain as specified in the Performance Work Statement unless the Contracting Officer notifies the Contractor of upcoming changes in agreed upon notification time frame. Further, the contractor shall provide a 24 hour point of contact phone number that he can be reached during increased force protection conditions.
