Description
NOTICE: The U.S. Department of Energy (DOE) National Energy Technology Laboratory (NETL) is issuing the following Request for Quote (RFQ) for E-85 Fuel per the specifications included herein. This requirement is a total small business set-aside. Only quotes submitted by small business concerns will be accepted by the Government. Any quote that is submitted by a vendor that is not a small business concern will not be considered for award. Interested vendors are strongly encouraged to submit their quotation on the attached RFQ Standard Form (SF) 18, and provide all supporting documents, as necessary, via the FedConnect portal at www.fedconnect.net, by the due date and time indicated in Block 10 of the RFQ SF-18. If the vendor cannot submit their quote and/or other documents via the FedConnect portal, they may submit their quotation to the Purchasing Agent assigned to this requirement, Kathleen Nedzesky, via email at kathleen.nedzesky@netl.doe.gov. If submitting quote and/or other documents via FedConnect, please do not also submit via email. EVALUATION: An award will be made to the lowest priced, technically acceptable quote. An award shall be made to the responsible vendor submitting the lowest firm fixed price quote that is determined technically acceptable. To be considered for award, vendors must quote on all items/services listed in the solicitation. Vendors shall submit descriptive literature detailing features, technical capabilities, and warranty data (as necessary) for an acceptability determination by the Government. Technical acceptability will be determined solely on the content and merit of the information submitted in response to this solicitation as it compares to the specifications included within this RFQ. Therefore, it is essential that vendors provide sufficient technical literature, documentation, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. DELIVERY IS REQUIRED TO BE RECEIVED WITHIN 24 HOURS OF REQUEST NOTIFICATION. BILLING SHALL BE BASED ON CURRENT MARKET PRICE IN EFFECT THE DATE OF REQUEST NOTIFICATION. BILLING MUST INCLUDE DELIVERY CHARGES AND FUEL TAX.
