- THIS IS A REQUEST FOR SF-330's, AND NOT A REQUEST FOR PROPOSAL. The Veterans Affairs Medical Center in Canandaigua, NY is seeking the services of a qualified Architectural Engineering (A/E) firm with specialized experience to provide a design for building renovation. This procurement is set aside for SDVOSB firms operating under NAICS code 541330. All SF-330's must be emailed to Emily.Lindsey2@va.gov and received by March 22, 2016 at 10:00AM EST. This project will include but is not limited to the following: SCOPE OF WORK Project No. 528A5-16-513 Design Renovations to Building 36 Second Floor For VCL Canandaigua, VA Medical Center, 400 Fort Hill Avenue Canandaigua, NY 14424 The general scope of this project is to renovate building 36, second floor, for use by the Veterans Crisis Line (VCL) of the VA for call center use. This project will include the removal of existing walls as required to support the desired layout, removal and replacement of ceilings, and flooring on the 2nd floor of Bldg. 36, upgrades to the building utility distribution systems to ensure support of the call center, and other renovations necessary to support the use of the second floor by the VCL. The space will include 1 breakroom, 18 private offices, 4 two-person offices, 1 supply area/office, 1 training room that can accommodate 30 students and 2 trainers at the front of the classroom, 1 room for QA/QM staff to accommodate 6 people, 1 conference room, 1 room for an analytics and forecasting department of 10, and 1 wellness area to accommodate at least 20 staff. There will be 2 men's and 2 women's restrooms with multiple stalls on each floor. The remaining space will be an open area that's conducive to a call center environment. Call center areas shall be created to allow for swing (to allow for empty call center areas to be cleaned when others are occupied). The floor will be equipped with noise dampening carpet, an acoustic ceiling, white noise generators in the call center space, and any additional IT requirements to be assessed and developed by the owner and the designer. The space will include a PACS badge access system tied to employee PIV cards and a security camera at each floor entrance/exit to record a frontal view of those entering and/or exiting the floor. The design shall provide state of the art HVAC, electrical, lighting, water, sanitary, and other utilities as required to properly condition and serve the space and the function of the VCL. The work shall also include the replacement of windows as necessary to provide energy efficient windows to serve the space. All designs will follow, but not be limited to, VA Space Planning Specifications, in conjunction with the VA Master specifications as outlined in VA Handbook 7610. The design will be completed in a manner such that the estimated construction cost is within the VA budget. EXISTING CONDITIONS The Canandaigua VAMC is a campus facility with many (more than 30) buildings located on over 200 acres. Many of the facility buildings are included on the historic register. Building 36 is considered historic, and where necessary the renovations will comply with the requirements of the NYS SHPPO. The VCL is a nationally recognized crisis call center located in Canandaigua, NY since July of 2007. VCL is currently located in Building 37 and Building 3 on the Canandaigua VAMC campus. The VCL currently instituted a staggered shift staffing pattern to line of staffing with the times of the incoming calls. The VCL was able to obtain temporary space in Building which is now not currently big enough for the amount of staff located in that area. The VCL will be adding workforce management staff, QA/QM staff, forecasting staff and move to a team concept with supervisor and staff assigned to teams. The first floor of building 36 houses vacant space and VCL operations. The ground floor of building 36 houses call centers and patient care to support the mission of the Canandaigua VAMC. A/E SCOPE OF SERVICES 1.Provide investigative and schematic design services, construction documents, working drawings, specifications, cost estimate, shop drawing review and construction period services as required to renovate the second floor of building 36. Provide a related asbestos survey so as to construct an NFPA/Life Safety Code and an all building code compliant project. Provide any asbestos monitoring services during construction as needed. Services will included all Site/Civil, Mechanical, Electrical or other Engineering or Architectural work associated with this project. Final design submission shall include phased drawings of all abatement, demolition, and construction work as required to allow the continuous use of all of the floors and areas associated around each construction area. 2.Provide contract specifications utilizing the VA Master Specifications available at www.cfm.va.gov/TIL/. Edited specifications are to be provided to the Canandaigua VAMC electronically by either email or on a CD rom. All edited specifications are to be edited to the specified project and have all impertinent specs and information removed. The designer shall provide to the VAMC a comprehensive electronic spreadsheet listing, by specification, all required submittals for the project for use as a submittal log. 3.Attend design review meetings and make all necessary site visits during design to gather information necessary from the existing sites, building plans, utility plans, etc. to provide a complete assessment of the proposed work. 4.Assess the intent and scope of this project and work with the Medical Center staff to develop a final design and cost estimate to best suit the needs and constraints of the government, while incorporating VAMC Canandaigua Engineering Service, VA Network 2, or any other government comments. 5.Provide an electronic set and one (1) hard copy set of "Architectural E1" (30"x42") size working drawings, specifications, and cost estimate at the 50% and the 100% review stage. Also, provide an electronic set and one (1) set of drawings stamped and signed by an Engineer licensed in the State of New York, specifications, and cost estimates at final design submission. Electronic set at 100% final stage is to be provided in both PDF and AutoCAD 2013 formats. 6.Project completion of construction documents, including final design, contract drawings, specifications, and cost estimate is to be 180 days from award of contract. 7.Provide a detailed material/labor cost estimate for construction of this project at the 100% review stage. 8.Attend pre-bid job walk and provide all engineering responses to questions asked by potential bidders and issue an addendum, if necessary. 9.Provide a technical review of all project submittals/shop drawings related to the project and provide all required responses to any design/conflict questions encountered in these areas during construction in an expeditious manner. 10.Create a list of all items required to be submitted on by the project specifications. The list shall be organized by specification number, followed by the name of the item to be submitted on by specification. 11.Provide expeditious responses to all design/conflict questions encountered during the construction term. 12.Upon completion of the project, provide two (2) sets of stamped "Architectural E1" (30"x42") as-built drawings, as well as a complete set in PDF and AutoCAD 2013 formats. Provide a detailed construction cost estimate and a detailed construction statement of work.
