- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT Synopsis: Hardware and Software Product Support Services for the Q-Flow at Martin Army Community Hospital (BMACH), Fort Benning, Georgia, and Eglin Air Force Base, Florida 1. Mission and Installation Contracting Command, Fort Benning, GA intends to negotiate a sole-source contract with ACF Technologies on 1 March 2016 for the following items: The Contractor shall provide Q-Flow Core Global Software Support and Maintenance, and Optional Extended Hardware Warranty. This includes the following items to ensure the system is maintained accordingly: a. Preferred and Prioritized platform upgrades at labor-only rates (***some chosen hardware environments may require updating at additional cost if applicable) b. Software patches and Service Pack and Point Updates to ensure compatibility with supported Microsoft server environments c. Phone and email Help Desk support during normal business hours d. 24 hour emergency support e. One free webinar training session to help maximize your use of Q-Flow features (4 total hours of training). f. Scope: The Contractor shall provide 24 hours 365 days per year emergency support as well as E-mail and Phone Technical Assistance as stated in Exhibit A below. g. Full details and terms on Support and Maintenance entitlements are stated in the attached performance work statement (PWS). h. The contractor shall support coverage to all locations riding off of the Fort Benning and Eglin AFB Q-Flow servers. 2. This proposed action is a base plus four (4) option years Firm Fixed Price (FFP) contract using Operation and Maintenance, Army (OMA) funds. 3. The determination to sole source was made because ACF Technologies has proprietary rights over the software that is currently in use and any software package used must be able to be integrated with their current software for the entire system to function. Due to the proprietary nature of the existing software it is unrealistic to assume that another contractor will be able to integrate systems and provide identical services. 4. The NAICS code is 541511. 5. The authority for this non-competitive award is 10 USC 2304(c) (1) as implemented by FAR 6.302-1(a), only one responsible Source. The Government intends to procure this sole source requirement under Simplified Acquisition Procedures in FAR part 12, subpart 12.1 - Acquisition of Commercial Items -- General. 6. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. If no affirmative written responses are received by 2:00 P.M. Eastern Standard Time (EST) on 29 February 2016, award will be made without further notice. After this deadline, concerns will not be considered regarding this announcement. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government. 7.
