Description
Draft Performance Work Statement The Air Force Space and Missile Systems Center, Launch Systems Enterprise, Experimental Launch and Test Division (SMC/LEX), Rocket Systems Launch Program (RSLP), Kirtland AFB, NM, intends to contract for suborbital launch services of ballistic targets, and orbital launch services for small (0-400lb) payloads to low earth orbit under the auspices of the Small Rocket Program (SRP)-4. The SRP-4 Government team would like to conduct an Industry Day, the objective of which is to provide potential offerors insight into the SRP-4 requirements (see attached draft SRP-4 Performance Work Statement (PWS)) and the acquisition strategy, and to solicit industry feedback. The Industry Day will be held in Albuquerque, NM on Tuesday March 1st and Wednesday March 2nd. A general session will be held on March 1st from 0830hrs to 1200hrs to present overview information about SRP-4. Due to space constraints, participation for the general Industry Day session is limited to two representatives per firm. Contractors may request an optional half-hour breakout session between Government and Contractor representatives to have more detailed discussions about the effort. Breakout sessions will be scheduled from 1330hrs to 1600hrs on March 1st and 0800hrs to 1600hrs on March 2nd. Firms may bring up to four representatives, if necessary, to participate in the breakout sessions. Questions will be allowed during the general session as well as the one-on-one sessions. The location of SRP-4 Industry Day is: The Aerospace Corporation City Place Office Building 2155 Louisiana Blvd NE #5000 Albuquerque, NM 87198 Interested parties, regardless of business size, are invited to attend. However, foreign firms are advised that they will not be allowed to participate in this acquisition at the prime contractor level. The research and test data produced under a resultant contract may contain Military Critical Technology List (MCTL) information whose export is restricted by Export Control Act (Title 22, U.S. Sec 2751, et seq.), or the Export Administration Act of 1979, as amended (Title 50, U.S.C., App. 2401, et seq.). Only those companies who are on the Qualified Contractors Access List (QCAL) may receive such information. RSVPs should be sent to the email addresses below not later than 25 February and should include: company name and Commercial and Government Entity (CAGE) code; name, nationality, security clearance and title of all attendees; email and phone number for the POC; and, whether attendees wish to schedule an individual breakout session between their company and the Government. Thirty-minute time slots for interested attendees will be scheduled during the times listed above; therefore, RSVPs should indicate any time constraints. During the one-on-one sessions, the Government would like prospective offerors to provide feedback on the SRP-4 requirements and acquisition strategy. A final schedule to include one-on-one sessions will be provided to identified POCs not later than 29 February. The USGRWG welcomes general briefings from potential offerors on their small launch capabilities. USGRWG members are also invited to participate in the Industry Day one-on-one sessions.
