Description

THIS IS A REVISED PRE-SOLICITAITON SYNOPSIS FOR A REQUEST FOR PROPOSALS FOR HAZARDOUS WASTE DISPOSAL SERVICES FOR NAVAL SUPPORT ACTIVITY, CRANE, INDIANA WILL BE RELEASED VIA THE INTERNET. This will be the only method for distributing solicitation documents and amendments. THIS SOLICITATION WILL BE AVAILABLE FOR VIEWING AND DOWNLOADING AT THE FOLLOWING WEBSITE: https://www.neco.navy.mil The official plan holders list will be maintained and can be printed on the website only. Amendments will be posted to the website for viewing and downloading. IT IS THE OFFEROR ™S RESPONSIBILITY TO PERIODICALLY CHECK THE WEBSITE FOR AMENDMENTS. ALL PROSPECTIVE OFFERORS AND PLAN ROOMS ARE STRONGLY ENCOURAGED TO REGISTER ON THE WEBSITE. Solicitation documents will only be available electronically at the following website: https://www.neco.navy.mil or www.fbo.gov This RFP is for a Requirements Indefinite-delivery/indefinite-quantity type contract for the accomplishment of Collection, Transportation, Disposal and Management of Hazardous Waste, Non-Regulated Waste, Special Wastes, Chemical Refuse and Recycle of Universal Waste items generated. Work will be performed at the Naval Support Activity (NSA Crane), Crane, Indiana. The intention of this solicitation is to obtain all labor, supplies, equipment, transportation, supervision, and management to collect, transport, and dispose of Hazardous Waste, Non Regulated Waste, Special Wastes, Chemical Refuse, and Recycle of Universal Waste items generated. Work also includes sampling, analysis, and reactivation treatment of Spent Activated Carbon (K045) used to filter explosive contaminated-water (K047) for return shipment of the reactivated carbon to the Government for reuse by the Government. Duties include management, collection, sampling, analyses, identification, labeling, transportation, pumping, tank cleaning, disposal, and incidental related work. All work shall be performed in accordance with all applicable federal, state, and local laws and regulations. The term of the contract will be a base period of twelve months and four (4) 12-month option periods to be exercised at the Government ™s discretion. The NAICS Code for this solicitation is 562112, Hazardous Waste Collection. The Small Business Size Standard is $38,500,000.00. Under Federal Acquisition Regulations (FAR) guidelines, the prime contractor must have the capability to perform at least 50% of the cost of labor. The Government intends to award a single award indefinite delivery, indefinite quantity requirements contract with no guaranteed minimum and a maximum of $5.0 million or 60 months, whichever comes first. Low Price-Technically Acceptable selection procedures will be utilized in conducting this competitive negotiation, which will consist of the submission of price and technical proposals once the Request for Proposal is issued. The following factors will be used to evaluate the offers: past performance, experience, management ability, safety and other factors as may be specified in the solicitation documents. These technical factors when combined will be evaluated as approximately equal in value to the price. The apparent successful offeror must be registered in the System for Award Management (SAM) database prior to contract award. Offerors not already registered in the SAM database are highly encouraged to do so via Internet at: http://www.sam.gov. Registration in SAM is free. A sources sought notice was posted on January 6, 2015 under solicitation N40085-15-R-7909 to determine availability and capability of businesses to perform the requirement. Based on market research results, the procurement will be solicited as a 100% Small Business Set-Aside. NAVFAC Mid-Atlantics Office of Small Business Programs concurs with the determination to solicit as a 100% Small Business Set-Aside procurement. Anticipate the solicitation will be released on or about March 4, 2016 with proposals due a minimum of 30 calendar days after the solicitation is issued. In accordance with FAR 5.102 availability of the solicitation will be limited to the electronic medium and the Government will NOT provide copies. The Solicitation once issued will be available for download free of charge via the Internet at: www.neco.navy.mil or www.fbo.gov.
