- AMENDMENT NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is W911S2-16-Q-2964 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-86. The associated North American Industrial Classification System (NAICS) code for this procurement is 532490 with a small business size standard of $32.50M.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2016-02-29 12:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Fort Drum, NY 13602 The MICC Fort Drum requires the following items, Brand Name or Equal, to the following: LI 001: Furnish all plant, labor, materials, and equipment necessary to provide emergency portable comfort cooling for 2 buildings P10604 & P10646 by use of (2) air cooled 120 ton chiller at 460 volt 3 phase, for a period of 152 days on Fort Drum, New York. The contractor shall furnish, equipment and materials in connection with the delivery to the final position needed for the 120 ton chiller rental. Ft Drum DPW will unload chillers from flatbed trailer on arrival and when lease is completed for pickup. Ft Drum DPW will make all the needed connections for cooling lines and electrical connections. The cooling connection lines will be 5 inches with flanged connections, approximately 200 feet from the existing permanent chiller that is out of service. Requiring 200 feet of 5 inch supply lines and 200 feet of 5 inch return line. The electrical is 460 volts 3 phase and is approximately 150 feet from an existing power supply. Operating instruction of the delivered Chiller is required for DPW Ft. Drum personnel at time of delivery at buildings P10604 & P10646. The Contractor shall ensure compliance IAW American National Standards Institute (ANSI) - ANSI Z9.2. Fundamentals Governing the Design and Operation of Local Exhaust Systems. The Contractor shall comply with all applicable regulations, requirements, and standards (noted above), and shall be directly responsible for compliance therewith on the part of his Agents, Employees, Material Men and Subcontractors. The Contractor shall receive and be directly responsible for all citations, assessments, fines or penalties which may be incurred by reason of his agents, employees, material men, or Subcontractors failing to so comply. The chiller will be utilized on a 24 hour basis for 152 days from May 1st 2016 until September 30th 2016. This will be a 152 day lease for (2) portable chiller., 2, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, MICC Fort Drum intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC Fort Drum is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com.
