Description
Solicitation 1. GENERAL DESCRIPTION OF SERVICES. The Contractor shall provide skilled personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to perform Interior and Exterior Maintenance, Moving Services, and Official Functions Support in accordance with this Performance Work Statement (PWS). The Contractor shall be fully responsible for compliance with all Amelia Earhart Center (AEC), installation, base, local, state, and Federal environmental/occupational safety laws and regulations. The Contractor shall follow life and safety codes and take necessary actions to avoid conditions which may be hazardous to the health and safety of personnel. This PWS may be subject to change, pending unforeseen work and/or repairs required. All proposed changes to this PWS shall be coordinated with the Contracting Officer and shall be accomplished by bi-lateral contract modification. The location of assigned work may occasionally vary throughout the Corps of Engineers (COE) area of responsibility, to include driving missions to support COE offices throughout Europe, to include removing excess furniture and equipment to the Defense Logistics Agency (DLA) Disposition Services, etc. Maintenance support that requires overnight travel shall be calculated and reimbursed in accordance with the Federal Acquisition Regulation (FAR) 31.205-46. PERIOD OF PERFORMANCE: The Period of Performance shall be a Base Year of one (1) year from award and three (3) Options of one (1) year each. 1.1. BASIC SERVICES. Services to be provided include, but are not limited to: • Interior maintenance of the AEC facility • Exterior maintenance of the AEC facility • Moving services 1.2. INTERIOR MAINTENANCE. The Contractor shall provide skilled personnel, with proper hand tools and equipment to complete minor facility repairs throughout the AEC facility. The Contractor shall install pre-purchased/supplied items and perform overall maintenance activities and specific work projects related to the upkeep of the property, which includes, but is not limited to: painting, re-carpeting, plumbing, minor welding, maintenance and/or repair of the bird nets, exchanging the building fire extinguishers (pickup and return from the Wiesbaden Army Airfield; Wiesbaden, Germany), and maintaining lighting operability throughout the facility. The Contractor shall be responsible for inspecting the interior of the property on an on-going basis to detect and correct minor deficiencies to ensure that major repairs and complete failures are reduced to a minimum. Interior work includes, but is not limited to, the following: replace or repair faucets, flush valves, defective pipe fittings, connections, radiator valves and covers; hang wall items; install miscellaneous cubical items; assemble shelves or shelving units; fix small mechanical and non-mechanical building support items; replace light bulbs, and fuses; keep fitness equipment in the AEC fitness center clean, water and maintain indoor plants in common areas. Upon completion of daily tasks, Contractor personnel shall clean up the area and remove all items from the work area, returning all areas to their "pre-work" condition. Contractor personnel will also discard refuse in the proper containers located outside of the building. Excess equipment and furniture will be placed in an area designated by the Contracting Officer Representative (COR). 1.3. EXTERIOR MAINTENANCE. The Contractor shall provide skilled personnel, with proper hand tools and equipment to accomplish minor exterior facility maintenance and/or repairs and upkeep of the grounds. The Contractor shall install pre-purchased/supplied items, empty the outside trash cans on a daily basis, and perform minor painting. The Contractor shall maintain the grass around the buildings to a height of 3-5 inches and trim edges and bushes to maintain a neat appearance. The Contractor shall seed, fertilize and water the grounds to maintain healthy growth and appearance during the growing months, and remove weeds and debris from the property, to include debris from trees and bushes (i.e. dead branches, leaves, seasonal shedding, etc.). During the fall and winter months, the Contractor shall remove snow, ice, and other debris from all walkways, parking lots, the outside employee break areas and truck loading zones. Snow and ice removal will be maintained during duty hours. Additional tasks include, but are not limited to: removal of leaves and other debris from the roofs of the various AEC buildings and water drains. The contractor is responsible for supplying any additional equipment required to perform the duties of this contract, and will maintain any Government Provided Equipment i.e. snow blowers, leaf blowers, lawn mowers, etc. in accordance with manufacturer specifications. 1.4. MOVING SERVICES. The Contractor shall provide skilled personnel, with proper tools and equipment to move, crate and uncrate, assemble and/or disassemble office furniture of all types, to include but not limited to, modular type furniture and fixtures. Additional tasks may include the moving of miscellaneous equipment, supplies and refuse. Occasional heavy lifting in excess of 300 pounds (135 kilograms) may be required and shall be supported by the use of proper equipment and personnel. The Contractor is responsible for disposal of all refuse when items are uncrated or unpacked. Disposal of crating/packing material shall be accomplished on site, in the appropriate containers provided by the AEC. (See attached for more information)
