- THIS IS NOT A REQUEST FOR PROPOSAL. THIS IS A NOTICE OF INTENT TO SOLICIT ON A SOLE SOURCE BASIS TO Korean Air Lines CO. LTD to provide Aircraft Condition Inspection (ACI) and Service Life Extension Program (SLEP) support services for ARMY INSCOM ASSISTANT CHIEF OF STAFF G4. This procurement will be processed as other than full and open competition as authorized by far 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. This contact will utilize an international logistics cost share agreement that requires the vendor to be a Korean owned company. A sources sought was posted on 16 November 2015 based on the results of the sources sought and additional market research conducted, it has been determined there is only one Korean owned company that meets the technical requirements of this effort. A sole source justification and approval (J&A) will be posted to FedBizOpps. Interested persons may identify their interest and capability by responding to this requirement by email to joshua.a.lemonds.civ@mail.mil. A determination not to compete this procurement based on a response to this notice is solely within the discretion of the government. All responses must be received by the above response date of this notice. If no affirmative written responses are received by the response date indicating that a comparable source exists, a solicitation and subsequent award may be made to Korean air lines co. Ltd. For the requirement above. Please direct all questions in writing by e-mail to joshua.a.lemonds.civ@mail.mil. The effort will be a Firm-Fixed Price (FFP) with a base year and four (4) twelve month (12) options. The government anticipates up to eight (8) ACIs and five (5) SLEPs during the life of the contract. This is a non-personnel services contract to provide inspection, maintenance, repair, and modification services for U.S. Army RC-12 aircraft. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, current 145 Repair Station facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform both Aircraft Condition Inspections (ACI) and Service Life Extension Program (SLEP) services as defined in this Statement of Work (SOW), except for those items specified as government furnished property and services. The Contractor shall perform to the standards in this contract.
