Description

The U.S. Nuclear Regulatory Commission (NRC) recently competitively awarded Contract No. GS25F0010M, Order No. NRC-HQ-40-15-T-0001 to Pitney Bowes, Inc. to provide six new mail processing systems and related services to NRC, including one system for NRC headquarters, one system for each NRC regional office and one system for NRC's Technical Training Center. Those systems were acquired to process outgoing mail parcels and to apply applicable U.S. Postal Service (USPS) postage. As is the case with all Pitney Bowes mail processing system customers, NRC must purchase USPS postage for those outgoing parcels from United States Postal Service, doing business as U.S. Postal Service (Pitney Bowes Postage) (DUNS 627875818, CAGE 1ZC88) which, in turn, acquires the postage from the USPS and applies it to the applicable Pitney Bowes systems for use. Because of the limitation regarding how Pitney Bowes mail processing system customers must acquire their USPS postage, NRC intends to negotiate and award a sole source contract consisting of a base period of March 1, 2016 through February 28, 2017 plus four one-year options to United States Postal Service, doing business as U.S. Postal Service (Pitney Bowes Postage) (DUNS 627875818, CAGE 1ZC88) to provide USPS postage NRC (including its regional offices and its Technical Training Center). The authority for this action is Federal Acquisition Regulation (FAR) 6.302-1. The NAICS code for this acquisition is 491110. This requirement has been reopened to complete the 15 day posting requirement.
