- Combined Synopsis/Solicitation Attachment 2 - Wage Determination 15-4341 Attachment 1 - Performance Work Statement This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures found under FAR Part 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The RFQ number is N50054-16-T-0006. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-86-1 and DFARS Publication Notice 20160216. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 238210 and the Small Business Size Standard is $15.0. The proposed contract is 100% set aside for small business concerns. The Small Business Office concurs with the set-aside decision. The Mid-Atlantic Regional Maintenance Center (MARMC) requests responses from qualified vendors which are capable of providing installation support services in support of MARMC's requirement to upgrade the public address system at MARMC Bldg. CEP-200, as identified in Attachment 1 - Performance Work Statement. Period of Performance: 07 March 2014 - 11 April 2014. Location: Bldg. CEP-200 located at 1970 2 ND Street, Norfolk Naval Base, Norfolk, VA. 23511. Offerors shall propose employee's wages in accordance with Attachment 2 - Wage Determination, WD 15-4341 (Rev.-2). SITE VISIT INFORMATION There will be a Pre-Proposal Meeting and Site Visit to allow offerors a better understanding of the requirement. It is not mandatory to attend, but HIGHLY ADVISED. The meeting will be held on Wednesday, 25 February 2016, at 0900 A.M. EST at the following location: Bldg. FAR 52.212-2, Evaluation - Commercial Items is applicable to this procurement. While price will be a significant factor in the evaluation of offers, the final contract award will be based on a combination of factors - a combination of Technical Solution offered to meet the Government's requirement, Delivery Time, and Price. The relative importance of the factors is as follows: Technical Solution is more important than Delivery Time, Delivery Time more important than price. System for Award Management (SAM).
