FEMA is a federal agency whose mission is "to support our citizens and first responders to ensure that, as a nation, we work together to build, sustain, and improve our capability to prepare for, protect against, respond to, recover from, and mitigate all hazards. FEMA must have a reliable source to provide timely support to Federal mass care/emergency assistance operations under the following service categories: (1) Steady-State Support, (2) Operational Planning Support, (3) Staffing Support and (4) Mass Care Assistance. This is a competitive requirement utilizing full and open competition in accordance with FAR Part 15, "Contracting by Negotiation" procedures. The objective of the Source Selection Process is to select a proposal that represents the best value to the Government. The award will be made to the responsible Offeror whose offer conforms to the solicitation and offers the best value to the Government, price and other factors considered. All evaluation factors other than price, when combined, are significantly more important than price. This procurement is unrestricted and open to all business concerns. The NAICS code is 561990. The government intends to award a single Indefinite-Delivery Indefinite-Quantity (IDIQ) contract. The period of performance is anticipated to be a One-Year Base Period and 4 One-Year Option Periods (not to exceed five years if all option periods are exercised by the Government). All offerors must be registered in the System for Award Management (SAM), located at www.sam.gov, in order to be considered for award. See the attached solicitation for additional information.
