- The Contractor shall provide all professional design, permitting and construction services (labor, equipment, materials, transportation, supervision, and disposal necessary) for a new temporary ESD Building, to include parking, associated utilities, and septic system at USCG Station Shinnecock, Hampton Bays, NY (Suffolk County, NY). This project requirement also includes the demolition of the existing ESD Building located at SFO Moriches, East Moriches, NY. The estimated cost range of this project is between $750,000 and $1,500,000. Bid, Performance and Payment Bonds will be required. The Congress in authorizing and funding this project has established certain funding limitations for the project. No award can be made for the design and construction of this project if the total price exceeds this statutory funding limitation. Proposals whose price for design and construction exceed the funds available may be rejected. The construction funding limitation will be provided in the Solicitation. UPDATED: SOLICITATION PACKAGES WILL BE AVAILABLE ON OR ABOUT 14 MAR 2016. THE TENTATIVE DATE SET FOR RECEIPT OF PROPOSAL IS SCHEDULED FOR 14 APR 2016 by 2:00 pm. The applicable NAICS code is 236220, Commercial and Institutional Building Construction, with a Small Business Size Standard of $36.5 Million. The overall performance period for this project is 365 calendar days (Design Phase NTE 90 calendar days) after contract award. This procurement is being solicited using the Two Phase Solicitation Process authorized by FAR 36.3. This process requires Phase I offerors to submit their past performance, basic technical approach, and capability information initially for review and consideration by the Government. Following the review, evaluation, and rating of these proposals, the Government intends to select three, but not more than five, of the highest rated offerors to receive a Phase II request for proposal. Phase II offerors shall provide a technical and cost proposal for consideration by the Government. Bid guarantees will be required at Phase II. The Government will review the technical and price proposals of the Phase II offerors. Evaluations will be conducted in accordance with FAR Part 15 and the evaluation criteria set out in Section M - Evaluation Factors For Award of the Solicitation. Due to the constrained space at the intended building site and funding limitations, engineering ingenuity and creativity by the offeror will be important during the Phase II selection process. All evaluation factors, other than cost or price, when combined, are approximately equal price. This acquisition is issued pursuant to FAR Part 36 and is 100% Set-Aside for Small Business concerns, and is being issued subject to the availability of funding.
