- PHMSA-RFP-DTPH5616R00001, Deterministic Testing Services in Support of Hazardous Materials Transportation This is a Synopsis/Solicitation for the procurement of 'Deterministic Testing Services in Support of Hazardous Materials Transportation' for the US Department of Transportation, Pipeline and Hazardous Materials Safety Administration's Office of Hazardous Materials Safety (US DOT -PHMSA, OHMS). US DOT - PHMSA, OHMS, is seeking a contractor(s) with hands-on HM research and development (R&D) and testing experience related to package integrity, classification, composition, and mechanical properties. PHMSA's primary mission under the Hazardous Materials Transportation Uniform Safety Act of 1990, P.L. 101-615, 49 U.S.C. 5101 et seq. (as revised by P.L. 103-272 and P.L. 103-311), is to protect people and the environment from the risks inherent in the transportation of HMs. To accomplish this mission, HM safety regulations must be developed and enforced. It is often necessary to obtain scientific services that are not available within the agency to identify chemical constituents as well as other material or equipment functionality. These services include engineering, chemical, radiological, and mechanical R&D related to package integrity, classification, composition, and mechanical properties testing. OHMS has a continuing need to research, assess, analyze, and in some cases develop products to determine the risks associated with the adequacy and safety of HM transportation. OHMS has a need to perform basic and applied research of specification and non-specification packages and their components to enhance and improve compliance with Hazardous Materials Regulations (HMRs). This basic and applied research (which is the preferred means of obtaining information concerning HM issues) is also used in chemical and radiological examination to further enhance HM safety and reduce risks in the transportation of HMs. Please see the Attachment the titled ' PHMSA-RFP-DTPH5616R00001' for the complete details of the solicitation (Request for Proposal). ***All questions regarding this RFP must be emailed to Ms. Mahua Mazumdar (mahua.mazumdar@dot.gov) with a copy to Mr. Warren Osterberg (warren.osterberg@dot.gov).
