- Statement of Work Terms and Condtions The NASA Shared Services Center (NSSC) has a requirement to procure SurfCAM renewal associated maintenance support. SurfCAM presently is installed for use at NASA Ames model makers to generate cutter paths to machine 2 and 3D surfaces. This request is for yearly renewal licenses that only the manufacturer can issue. NASA/NSSC intends to issue a sole source contract to Vero Software Limited under the authority of FAR 6.302-1. Vero Software Limited is the sole distributor of SurfCAM software. The period of performance will include a one year base period. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-72. The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13. The NAICS Code is 511210, Software Publishers. The size standard is $38.5 million. The following clauses and provisions are applicable to this combined synopsis/solicitation: 52.212-1, Instructions to Offerors; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52-212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:00 p.m. Central Standard Time on February 29, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
