- This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6; utilizing the streamlined evaluation of offers as described in Subpart 12.602(a); as supplemented with additional information included in this notice. This is being issued as a request for quotes (RFQ) in accordance with FAR part 13 and this announcement constitutes the only solicitation; a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-85-2 effective February 26, 2016. This requirement is a total (100%) small business set-aside; the applicable NAICS Code is 423610 with a size standard of 200. The Government will award a single firm fixed-price purchase order resulting from this RFQ on the basis of best value to the contractor that the Government determines can best satisfy the requirement of this RFQ. Quotes shall be evaluated based on cost/price (if necessary to determine cost reasonableness) and past performance. Cost realism relates to a contractor demonstrating that the proposed cost/price provides an adequate reflection of its understanding of the requirements of this request for quotations. The provision at 52.212-1 Instructions to Offerors-Commercial Items applies to this solicitation. The clauses at FAR 52.212-4, contract Terms and Conditions-Commercial Items and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, to include the following clauses sited and incorporated by reference: FAR 52.209-6, 52-211-6, 52.219-6, 52.219-13, 52.219-28, 52.222-3, 52.222-19, 52.223-18, 52.225-1, and 52.232-33.
