- Attachment 1 - Statement of Work Attachment 2 - Justification for Other Than Full and Open Competition The United States Department of Transportation (USDOT) Federal Highway Administration (FHWA) intends to contract using other than full and open competition for the Intelligent Transportation Systems (ITS) Standards Program. Accordingly, the FHWA intends to award a sole source contract to the Institute of American Association of State Highway and Transportation Officials (AASHTO), located at 444 N Capitol St. NW Suite 249 Washington, DC 20001. This contract will address the requirements of the Federal Highway Administration/Intelligence Transportation Systems Joint Program Office (ITSJPO) in accordance with the Fixing America's Surface Transportation ACT (FAST ACT). Please see Attachment 1 (Statement of Work) and Attachment 2 (Justification for Other Than Full an Open Competition) for further information. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-5 Authorized or Required by Statute. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested vendors who may wish to seek subcontracting opportunities should contact the above named company directly.
