Appendix pictures Signed 1449 Statement of Work/RFQ guidance U.S. Embassy San Jose Statement of Work Coast Guard: Interceptor Boats Program: Secured Borders San Jose, Costa Rica March, 2016 GENERAL The Bureau of International Narcotics and Law Enforcement (INL) Affairs is an instrumental leader in the development of policies and programs to combat international narcotics and crime. INL programs support two of the Department of States' strategic goals: (1) to reduce the entry of illegal drugs into the United States; and (2) to minimize the impact of international crime on the United States and its citizens. One of the many ways to effectively meet the listed goals is to partner with allied governments both directly and indirectly to promote the modernization of and support the enforcement operations of their foreign criminal justice systems and law enforcement agencies. SCOPE Toward the above effort, the International Narcotics and Law Enforcement (INL) Affairs office at US Embassy San Jose, Costa Rica has a requirement for two (2) Eduardoño 380 Interceptor boats (brand name or equal) to transfer to the Costa Rican Coast Guard in support of the Ministry of Public Security (MPS) Maritime Interdiction Vetted Unit (MIVU) that is presently being developed, manned, and established in the Caribbean coast of Costa Rica. Since it is anticipated that the MIVU will expand to cover the Pacific region of the country, it is requested that an option for two (2) additional Eduardoño 380 Interceptor boats be built into the resulting award for this procurement action. Given INL’s charter to lessen the flow of drugs and illicit traffic that is bound for the United States homeland, these assets are crucial toward that end – as well as toward enhancing the Costa Rican Coast Guard’s ability to operate independently and alongside US and regional partners in the fight against illicit trafficking in the territorial and international sea boundaries of Costa Rica. Acquiring the Eduardoño 380 Interceptor platform, positions the Costa Rican Coast Guard to better sustain, extend, and logistically support the life-cycle maintenance requirements associated with their existing fleet of Eduardoño boats – which currently numbers about 25 interceptors. Additional note: INL is currently pursuing the acquisition of an integrated logistics software module that is tailored to support the sustainability, maintenance, inventory, and supply chain requirements of the Costa Rican Coast Guard’s existing fleet of Eduardoño interceptors and Yamaha engines. From a maintenance and life-cycle sustainment perspective – no other platforms can be as easily supported/maintained in the local market. 1. TYPE OF CONTRACT This is a firm fixed price contract which is awarded for two (2) each Interceptor Boats as specified in CLIN No. 001 the purchase order with optional quantity of two (2) more CLIN No. 2. No additional sums will be payable on account of any escalation in the cost of materials, equipment or labor, or because of the Contractor’s failure to properly estimate or accurately predict the prices or difficulty of achieving the results required by this contract. Nor will the contract price be adjusted on account of fluctuations in the currency exchange rates. 2. EFFECTIVE PERIOD OF CONTRACT This contract shall be effective on the date of the Contracting Officer's signature and shall remain valid until all Interceptor Boats are received and accepted by the U.S. Government. 3. SUPPLIES AND PRICES The Contractor shall provide to the U.S. Government the new Interceptor boats as described in the specifications for the stated firm fixed price. Further, the Contractor shall properly perform the pre-delivery inspection on the boats and deliver them to the location set forth in Section 9, Place of Delivery, of this contract. The firm fixed price shall include the boats, pre-delivery inspection, certificates of origin, operator’s manuals, warranty certificates and any other documentation mandated by the destination country. All manuals shall be furnished in the Spanish language. 4. REQUIRED ITEMS CLIN 1: Two (2) Interceptor boat (Eduardoño 380 Interceptor Boat or equal) Length: 11.58 meters Beam: 3.61 meters Strut: 2,43 meters Transom height: 0.64 meters (25”) Boat speed on the bay: 50 knots (Appendix 1: Blueprint reference and photos) CLIN 2 (Optional Quantity): Two (2) Interceptor boat (Eduardoño 380 Interceptor Boat or equal) Length: 11.58 meters Beam: 3.61 meters Strut: 2,43 meters Transom height: 0.64 meters (25”) Boat speed on the bay: 50 knots
