- THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Bureau of Engraving and Printing (BEP) Office of Acquisition on behalf of its Office of Technology Development intends to award a sole source firm-fixed price commercial contract for a web-based collection of databased which provides the bureau community with access to a wide range of chemical information. The specialized database search engine shall include capabilities to allow users online access to scientific literature, bibliographic information, specific information about chemical substances, structures, and reactions. The intended contractor is Chemical Abstracts Service, P.O. Box 82228, Columbus, OH 43202-0228 due to unique capability. Chemical Abstracts Service is the only known source that can provide the proprietary data that includes over 23 million records from journals and patents of chemical information and provides direct access to scientific literature and patent references back to the beginning of the scientific century. SciFinder is a Trademark of the American Chemical Society. All responsible sources must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov/portal/public/SAM/. The Government intends to award a sole source purchase order utilizing a Justification for Soliciting from a Single Source IAW FAR Subpart 13.106-1(b). Anticipated Period of Performance: 12 months base period plus four (4) one year option periods. This notice of intent is not a request for competitive offers/quotes/proposals. A determination not to compete this requirement is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The solicitation will not be posted. To be considered, responses MUST be received NO LATER THAN 12:00PM, EASTERN STANDARD TIME, MARCH 8, 2016. Additionally, interested sources must be registered and currently active in the System for Award Management (SAM), found at https://www.sam.gov. Responses MUST be submitted within the closing date/time of publication of this notice.
