- The Army Contracting Command-Aberdeen Proving Ground, Fort Huachuca intends to award a sole source bridge contract to NCI Information Systems, Inc. for three (3) months under the authority of 10 U.S.C. 2304 (d)(1)(B), Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(B), Only one responsible source and no other supplies or services will satisfy agency requirements. The sole source contract will be issued to NCI Information Systems, Inc. The requirement is for existing non-personal Information Technology (IT) services including but not limited to Local Area Networks (LAN), microcomputer repair, systems support/management, and telecommunications services support. The contractor shall support server administration, storage management, cluster administration, and database management. The work shall include troubleshooting, site surveys, wired and wireless network adds/moves/changes, diagnosis, testing and network device configuration; asset tracking, work request tracking, preventive maintenance; network documentation, drawings and cable records; help/work order desk operation; business system development and programming; microcomputer diagnostics, repair, maintenance and software support for desktop and selected server systems; E-mail and Active Directory (AD) administration; and network fault management. The bridge contract will be put in place to allow time to evaluate and select our contract strategy for a competitive, follow-on acquisition IT requirement. The bridge contract will consist of a three month period from 1 April 2016 through 30 June 2016. The NAICS code is 541513 Computer Facilities Management Services, with a corresponding size standard of $27,500,000.00. This Notice of Intent to award a Sole Source six month bridge contract is not a request for competitive proposals. There will not be a solicitation or Request for Proposals (RFP) issued. Any responses or inquiries to this notice must demonstrate clear and convincing evidence that competition will be advantageous to the Government. All information received from this notice shall be used for planning and market research purposes only. The determination to refrain from competing proposed contracts based on responses to this notice is solely within the discretion of the Government. The Government will not pay for the preparation of any information submitted or use of such information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the evaluation of the information received.
