- Description
- The Department of Homeland Security (DHS) Office of Procurement Operations (OPO) intends to solicit proposals to provide Security Operations Center (SOC) Services to Headquarters components including the Office of the Chief Information Security Officer (CISO), the Office of the Chief Information Officer (OCIO), the National Protection and Programs Directorate (NPPD), and the Science and Technology Directorate (S&T). The primary objective of this acquisition is to establish a single-award, Indefinite Delivery/Indefinite Quantity (IDIQ) contract for "Security Operations Center (SOC) Services" that will enable the Department of Homeland Security (DHS), through the DHS Headquarters to accomplish the mission to monitor, detect, analyze, mitigate, and responds to cyber threats and adversarial activity on the DHS Enterprise. The Task Orders issued hereunder will be designed to acquire a broad range of services and solutions, under various contract types, to fulfill the Department's mission which is: to prevent, detect, contain, and eradicate cyber threats through monitoring, intrusion detection, and protective security services to DHS information systems including DHS wide area networks (WAN), Trusted Internet Connections (TIC), Policy Enforcement Points (PEP), security devices, servers, and workstation needs. All work is expected to take place in the National Capital Region (NCR), defined as within 50 miles of Washington, DC. The SOC Services IDIQ will have a ceiling of $395 million with a base ordering period of 1-year and six 1-year optional ordering periods. This is being competed on a full and open basis under FAR Part 15, it is not a small business set-aside. The Product Services Code is D399, IT and Telecom - Other IT and Telecommunications. The predominant North American Industrial Classification System Code (NAICS) is 541519, Other Computer Related Services (size standard - $27.5m). The solicitation will be available on or about March 14, 2016 under Request for Proposal number HSHQDC-16-R-00004. The solicitation can be obtained from the Government Point of Enter (GPE) FedBizOps (www.fbo.gov). Registration in both SAM and FBO websites is required in order to download solicitation documents and is used to validate vendor identity. Contractors not registered in these systems will be ineligible to download the solicitation and ineligible for an award. Potential offerors will be responsible for downloading all solicitation documents and monitoring the website for amendment(s), if any to the solicitation. Offer due date and time for receipt of proposals will be on or about April 27, 2016 at 12:00pm (EST).
