Description
NASA Goddard Space Flight Center (GSFC) intends to procure a Proto-flight and Engineering Development Unit (EDU) of the Vision Navigation Sensor (VNS) space flight qualified 3D Lidar system as a key sensor to support the In Space Robotic Servicing (Restore-L) mission. The proto-flight VNS will be used for space flight while the EDU will be used for ground testing and hardware interfacing. NASA/GSFC intends to purchase the items from Ball Aerospace and Technologies Corporation (BATC). This fundamental technical expertise and intellectual property for space flight flash Lidar development resides with BATC. This intellectual property includes the detector design for the largest format rad hard by design flash Lidar detector available, the detector calibration which enables the ability to meet the NASA Relative Navigation (RelNav) common performance specification, and the algorithms which reside on the VNS to produce the calibrated and corrected data. NASA/GSFC requires this expertise of BATC and access to their data rights for a successful Restore-L mission. This procurement is limited to U.S. vendors only. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 4, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
