- RFP Solicitation Attachments The DLA Energy/Aerospace Energy intends to solicit the Bureau of Land Management (BLM) requirements under FAR 6.302-5(a)(2) and the non-BLM requirements under full and open competitive (unrestricted) procedures. Requirement is for the delivery of Propellant Pressurizing Agent, Liquid Helium, Type II, Grade A, 99.995% Purity, NSN 9135-00-142-9362, MIL-PRF-27407D, dated 01 August 2014 in support of University Programs. Period of performance is 1 June 2016 through 31 May 2018. Total estimated two year quantity is 59,900 Liters for BLM requirements and 339,668 Liters for Non-BLM requirements. The Contractor shall provide all products, materials, supplies, management, tools, equipment, labor, and transportation necessary for the delivery of liquid helium f.o.b. destination using Contractor-owned dewars. This procurement will be used to establish a two-year Fixed Price with Economic Price Adjustment (EPA) Indefinite Delivery Requirements type contract(s). Subject solicitation will be issued on or about 26 FEB 2016 and posted on the FedBizOps website at: www.fbo.gov. If you do not have internet access, a hard copy of the solicitation may be requested. Only written or emailed requests for solicitation received directly from the requestor are acceptable. All responsible sources may submit a proposal, which will be considered by the agency.
