Description
This is a Sources Sought Notice. This Sources Sought neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. This Sources Sought should not be construed as a commitment by the Government for any purpose. Requests for a solicitation will not receive a response. This Sources Sought Notice is in support of a market survey being conducted by the St. Louis District, Corps of Engineers to identify interested 8(A) Contractors within the Regions IV, V, VI, and VII for the Scope of Work listed below. The following are general capabilities required to perform the Scope of Work according to USACE standards. The Contractor must be capable to perform the Scope of Work listed below. General Project Description: The Bois Brule Drainage and Levee District levee is located in Perry County, Missouri, with a small part in Randolph County, Illinois. It is located along the bank of the Mississippi River between river miles 94 and 111 above the Ohio River. Various projects to improve the levee have been completed in recent years. The proposed pump stations will be located near the southeast of the levee district, one near Menfro, MO the other located further southeast. There is an existing pump station adjacent to the proposed pump station at each work site. A.) Work Statement - Bois Brule Pump Stations: The pending work required herein consists of furnishing all plant, labor, equipment, and material, and performing all operations necessary for construction of two H-pile founded reinforced concrete pump stations, each with entrance channel, exit channel, access roads, parking area, revetment, steel discharge pipes, other appurtenances, providing underground electrical power to each station and installation of Government furnished storm water pumps and diesel engines. The work will require the construction contractor to coordinate with the local electrical utility to provide power to each pump station. The work requires excavation for pump station foundation, entrance channel, and exit channel, and as sub-base preparation for required revetment. A dewatering system for each pump station excavation may be required. Unwatering of excavations, surface water control and flood protection measures will be required during construction. In addition, placement of select embankment properly benched and compacted to backfill excavated areas, to widen a portion of the levee and to achieve finish grades on the project will be required. Each pump station will consist of an H-pile founded reinforced concrete structure located near the landside toe of the existing levee. Each pump station requires construction of intake and sump chambers with trash screens, installation of one vertical line shaft pump, and a steel discharge pipe exiting the back of the structure, which cross up, over and down the levee to terminate in a saxophone shaped discharge on the existing riverside levee toe. Each pump station will contain appurtenances such as handrail, ladders, bollards, curb, steps, grating, etc. A pre-fab pump house building, located on the pump station structure will be required. Construction of gravel access roads and parking area at each pump station will be required. Installation of geotextile, bedding material and riprap will be required at the entrance and exit channels and on bank slopes. Sampling and field and lab testing of backfill placement for density, moisture, grain size, etc. will be required by the construction contractor. Sampling and field and lab testing of concrete for slump, compressive strength, etc. will be required by the construction contractor. The pump station construction completion will also require final documentation through detailed as-built drawings using CAD in both Microstation.dgn format and Adobe Acrobat.pdf format. B.) Capability Statements: Note: Under capability statements below, in addition to listing general experience, specifically include a listing of any USACE projects on which you demonstrated the required capability, including levee projects. 1. Briefly explain your experience with pump station construction. 2. Briefly explain your experience with earth work. 3. Briefly explain your experience with varying soils. 4. Briefly explain your experience with concrete structures. 5. Provide information demonstrating that your company can obtain bonding for $5 million up to $10 million dollars. C.)
