Description
The U.S. Department of Labor, Office of Job Corps, has a requirement for a qualified contractor to provide design-build services for the renovation of an existing building at the Mingo Civilian Conservation Center located in Puxico, Missouri. The work includes interior and exterior renovation, to convert Counseling Building 285 to a Wellness Center. The renovated space would also include a dental and a medical suite. Design services for the project include field investigation and assessment of the existing conditions (building interior, building envelope and utility lines), provisions for temporary trailers to accommodate swing space during construction, selective demolition, structural design (provisions and upgrades to ensure that the most recent seismic code requirements are being met), mold remediation, coordination with medical consultants to decommission and re-install the existing dental equipment, interior renovation (architectural, structural, mechanical, plumbing and electrical), modifications to the exterior envelope, and minor site work. The estimated construction range is between $250,000 and $500,000. Interested offerors are encouraged to submit a statement of qualifications. Your statement of qualifications should provide sufficient information that clearly describes the qualifications and experience of your firm in the following areas: 1. Previous projects of similar scope and value: A. Contractor has provided design and construction services on two and more building envelope assessment and rehabilitation projects with a $250k to $500k constructed value within the last five years. B. Contractor has previous experience on complex renovation projects. Provide previous project examples that include the location of the project (City, State), the project owner, a brief and concise description of the project scope, specialty design consultants employed, a comparison of the construction budget versus construction award value, and the final contract amount. 2. Project Location: Contractor has completed three or more projects in the region of the country the project is located in the last five years indicating familiarity with state and local codes, environmental conditions, economic conditions and experience/qualifications of local design consultants. 3. Cost control, project schedule, safety, and quality of work: A. Contractor has a proven record of excellent performance by completing projects on or ahead of time. Using the previous project examples include the Contract Award/NTP date, the original contract completion date, and the actual contract completion date for each project. B. Contractor has a proven record of excellent performance by reducing cost and completing projects on or below budget. Using the previous project examples indicate the contract award amount, the final contract value, and a percentage of change order value relative to the total construction value for each project. C. Contractor has established Safety and Quality Control procedures and protocols which are consistently applied to all projects. Responses to this Notice will be evaluated based on the following Qualifications, which are listed in order of importance. 1. Previous projects similar in scope and value 2. Project Locations 3. Cost control, project schedule, safety, and quality of work This Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government to issue a Request for Proposals or award a contract. The Government does not intend to award a contract based on responses, nor otherwise pay for the preparation of any information submitted. Firms responding to this Sources Sought Notice should submit the minimum information necessary for the Government to make a determination that the source is capable of satisfying the requirements. The response must be specific to each of the criteria listed above to demonstrate that the respondent is capable. The submissions shall not exceed 20 pages. RESPONSES ARE DUE ON MARCH 14, 2016, BY 4:00 PM EST, AND MUST BE SUBMITTED ELECTRONICALLY VIA E-MAIL TO: gloster.monica@dol.gov (Monica Gloster, Contract Specialist). Acknowledgment of receipt of responses will not be made, nor will respondents be notified of the Government's evaluation of the information received. A determination by the Government to proceed with the acquisition is within the discretion of the Government. Please be advised that telephone inquiries will not be accepted. PLEASE NOTE THAT THIS IS NOT A REQUEST FOR PROPOSALS. A prospective offeror that is interested in obtaining a contract award with the Government must be registered in the Federal Government's System for Award Management (SAM) database, prior to contract award.
