- DRAFT SOW V&V for RFI. THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL: This sources sought is a market research tool being used to determine potential sources that are capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal (RFP). The Government is not obligated to and will not pay for any information received from potential sources as a result of this sources sought. The Government seeks industry input on the attached draft Statement of Work (SOW). Specifically, the Library wishes industry feedback on the following: 1. Does your company have experience with agile-based validation and verification? Please elaborate. 2. Are the services using agile-methodology described in the SOW technically feasible? What technical hurdles, if any, are there? 3. Is the draft SOW clear and comprehensive enough for offers to be made? Please provide feedback on areas of the SOW that need clarification and/or more information. 4. Does your company have a schedule with GSA or a GWAC, such as NASA SEWP and NITAAC? Please include contract number. 5. Can three sprints consisting of 300 hours each of validation and verification services be procured for under $125,000 for each 12-month period (Base and two Option Years)? Please include relevant experience and expertise in the technical capability statement. Background The Library of Congress (Library) National Library Service for the Blind and Physically Handicapped (NLS) is seeking a contractor to provide Validation and Verification (V&V) services for cloud based software as an application services (SaaS), database driven websites, and smart phone applications that access these applications. These V&V services will be performed using an agile testing methodology. NLS is developing application services (SaaS), database driven websites, and smart phone applications using an agile software development methodology. These are done by a contractor under a separate contract using an agile methodology. Given that these are developed using an agile methodology, there are frequent releases of these items. The V&V services will be used to verify and validate each release provided by the development teams. The Government anticipates a single-award, Firm-Fixed Price IDIQ. Period of Performance: one (1) Base Period of 12 months and two (2) 12-month Option Periods. Attachment: 1.
