- The U.S. Army Corps of Engineers, Philadelphia District intends to initiate an Invitation for Bid (IFB) procurement for providing labor, equipment, materials, and services to perform the major overhaul on the two main diesel engines of the survey boat DOBRIN. The overhaul shall be performed onboard the vessel located at the U.S. Army Corps of Engineers' Caven Point Terminal, Jersey City, New Jersey. The DOBRIN main engine information is as follows: Port Main Engine Detroit Diesel Model #8122-7K22 Serial Number 12VF-12067 Starboard Main Engine Detroit Diesel Model #8122-7K22 Serial Number 12VF-12062 The diesel engine overhaul on both engines shall consist of the following tasks: • Install cylinder heads and head gaskets • Install cylinder kits • Install fuel injectors with new jumper lines • Install connecting rods • Install set of rod bearings • Install main bearings • Install thermostats • Install blowers • Install water pump • Install fuel pump • Install oil pump • Install a set of coolant hoses • Install new oil, fuel and air filters Actual quantities will be defined with issuance of the solicitation. The contractor selected must be an authorized\certified MTU\Detroit Diesel marine engine service provider. All engine parts shall be Detroit Diesel genuine parts. The Contractor shall perform testing on both main engines in accordance with the engine manufacturer's requirements. Contractor is expected to perform the services within 90 days after notice proceed. The NAICS code is 811310 with a size standards of $7.5 million. The acquisition will be procured using the procedures listed in FAR part 14. The Invitation for Bid W912BU-16-B-0006 will be issued on or about 14 March 2016 with a bid opening date of 14 April 2016 at 1400 hours EST. Hard copies will not be available and written or fax requests will not be accepted. The official media of distribution for this IFB is the web. Contractors may download the IFB (including any drawings) and any amendments via the Federal Business Opportunities (FedBizOpps) web site at www.fbo.gov, on or after the issue date. It is the offeror's responsibility to monitor the FedBizOpps web site for any amendments. Interested firms must register at FedBizOpps in order to access the solicitation. Offerors are responsible for printing copies of the RFP and any amendments. All offers shall be delivered to the U.S. Army Corps of Engineers, Philadelphia District, Wanamaker Building, Room 643, 100 Penn Square East, Philadelphia, PA 19107-3390, Attn: Justin Chung. All Requests for Information (RFIs) are due 15 days after the date of the solicitation is posted. All RFIs shall be submitted electronically to Justin.chung@usace.army.mil. Any RFIs after the due date may not be answered. All offerors who provide goods or services to the Federal Government must be registered in the System for Award Management (SAM) located on the website https://www.sam.gov. Additionally, all Services Disabled/Veterans Owned Business or Veterans Owned Small Business must be registered with the Department of Veterans Affairs Center of Veterans Enterprise Vet Biz Registry located at https://www.vip.vetbiz.gov/.
