INTRODUCTION THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), intends to negotiate and award a purchase order on a noncompetitive sole source basis to LI-COR, Inc., 4647 Superior Street, Lincoln, NE 68504-1357 to provide the Odyssey CLx Infrared Imaging System to the NHLBI Division of Intramural Research (DIR) Immunology Center. BACKGROUND The NHLBI Immunology Center conducts research into the molecular basis of immune processes that are applicable to a broad range of diseases, including a number of inherited immunodeficiencies, cancer, autoimmune diseases, and allergic diseases. Center investigators explore research areas including the biology, signaling processes, gene regulation, and epigenetics related to the activation and function of immune cells, as well as mechanisms by which drugs and other agents result in allergic / autoimmune reactions. The goal of the center is to elucidate fundamental mechanisms and to promote the translation of these findings into the development of new diagnostic and therapeutic approaches in humans. The Laboratory of Molecular Immunology's research focuses on the T-cell activation process in normal and pathological states. Current interests include the elucidation of the IL-2, IL-21, and TSLP. The Odyssey CLx Infrared Imaging System will be used as a digital imaging device for a wide range of applications, including but not limited to DNA gel staining, electrophoretic mobility shift assays, protein detection, quantitative western blots, and cell-based assays. This instrument will eliminate the need for excessive hazardous waste associated with DNA staining and film development. PURPOSE The purpose of this acquisition is for a contractor to provide the Odyssey CLx Infrared Imaging System to the NHLBI Division of Intramural Research (DIR). PROCUREMENT The contractor shall provide the following: -Odyssey CLx Infrared Imaging System, Premium (Part No. 9140-03) (Qty. 1) - The system includes the Odyssey CLx Infrared Imager, Odyssey CLx Accessory Pack, Image Studio In-Cell Western Analysis Key, In-Cell Western Software Training, Image Studio Software Twenty-Five (25) User Licenses, Installation and Training, Odyssey CLx Protocols Manual, and Desktop Computer System. -Blocking Buffer Optimization Kit (Part No. 927-40040) (Qty. 1) - The Blocking Buffer Optimization Kit is designed to provide a blocking buffer solution for Western Blot applications. The three (3) blockers included can also serve as diluents for antigens, antibodies, and other proteins. JUSTIFICATION The sole source determination is based on the fact that infrared laser technology in this instrument offers the best detection of strong and weak bands on the same gel/blot. In addition, infrared fluorescence allows the detection of two targets simultaneously on the same membrane to increase quantification accuracy. Li-Cor is the sole manufacturer, vendor, and service provider for the Odyssey CLx Infrared Imaging System. REGULATORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b), soliciting from a single source (for purchases not exceeding the simplified acquisition threshold) and only one responsible source and no other supplies or services will satisfy agency requirements. ADDITIONAL INFORMATION Industry Classification (NAICS) Code is 334516, Analytical Laboratory Instrument Manufacturing, and the Small Business Size Standard is 500. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable (FAR Part 6.001). The resultant award will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-85 (February 26, 2016). This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by March 2, 2016 at 9:00AM EST and must reference synopsis number NHLBI-CSB-(HL)-2016-081-JML. Responses shall be submitted to the National Heart, Lung, and Blood Institute, Office of Acquisitions, COAC Services Branch, 6701 Rockledge Drive, Room 6151, Bethesda, Maryland 20892-7902, Attention: Jonathan Lear.
