Description
Notice of Intent The United States Army Medical Research Acquisition Activity (USAMRAA), Fort Detrick, Maryland in support of the US Army Medical Research Institute of Chemical Defense (USAMRICD) Comparative Pathology Branch (CPB), Research Support Division (RSD) is issuing this notice of intent through JEOL USA, Inc, 11 Dearborn Rd Peaboday, MA, 01960-3892, to procure Electron Microscope Preventive Maintenance and Emergency Service without competition as prescribed in FAR 13.501(a)(1)(i). Specifically, the Government will procure this Electron Microscope Preventive Maintenance and Emergency Service by JEOL USA. The intended contractor for the requirement is JEOL USA, Inc. the manufacturer of the JEM-1400 transmission electron microscope and the JSM-7800FLV field emission scanning electron microscope. JEOL field service engineers are factory trained and therefore uniquely qualified to repair and maintain the highly complex, multiple, and in some cases proprietary systems that comprise these state of the art instruments. Repairs will be completed using components and repair parts manufactured specifically for JEOL microscopes to ensure that the instruments are maintained to factory specifications. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one-source under the statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), FAR citation is 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The North American Industry Classification System (NAICS) for this requirement is 811219 with a size standard of $20,500,000. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. The Government will not be responsible for any costs associated with preparing responses to this notification. All inquiries must be submitted via email to jennifer.d.burke2.civ@mail.mil.
