Answer 3: Yes. However please see response to Question 4. Question 4 In FAR 19.702(b)(3) it says subcontracting plans are not required for contracts completed entirely outside the United States. Does the requirement in the solicitation override the FAR 19.702(b)(3). Answer 4: No. If the work is completed outside the US, no subcontracting plan is required. Contractor must assert an exception in their proposal. Question 5: Would it be possible for you to provide a two week extension to the due date for responses? Answer 5: No extensions will be granted.
