N00164-16-S-NB48 - REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT - ENHANCED CLIP-ON SHORTWAVE INFRARED (E-COSI) - FSC 5855 - NAICS 334511 Issue Date: 29 FEB 2016 - Closing Date: 14 MAR 2016 - 2:00 PM EST This synopsis is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. SPECIAL NOTICE - REQUEST FOR INFORMATION (RFI)/ SOURCES SOUGHT: The Government is issuing this RFI as part of a market survey in accordance with FAR 15.201 to determine the availability, technical capability, and logistics capability of industry to provide Naval Surface Warfare Center (NSWC), Crane Division information about industry's ability to provide an Enhanced Clip-On Shortwave Infrared (E-COSI). The E-COSI system is designed to improve the Special Operations Force (SOF) situational awareness and operational effectiveness in all training and tactical operational environments in conditions where vision is limited or restricted due to low/no light conditions. The E-COSI will be used in conjunction with the AN/PVS-15A and AN/PVS-31A systems to enhance the capabilities of the SOF operator by providing an optical thermal overlay to either the right or left Image Intensified Channel. This RFI is not a Request for Quote (RFQ) and award of a contract will not be made as a result of this RFI. The Government intends to utilize the information provided in response to this RFI as part of its required Market Research for an anticipated future procurement of the E-COSI. NSWC Crane is requesting assistance from commercial industry in regards to the potential for small business participation and the capabilities of large and small business entities in the preparation of an anticipated Firm-Fixed Price (FFP) contract for supply-type items. This RFI is intended to assist the Government in determining the probability of large or small business prime contractors responding to a future RFP to provide the required items. The Government anticipates making future decisions regarding the procurement process utilized for a potential solicitation based on the responses received from both large and small businesses that indicate an interest and the capability to provide the required items. It is anticipated that the follow-up to this E-COSI RFI N00164-16-S-NB48 and the previous E-COTI RFI N00164-16-S-NB33, posted to FBO on 1/14/16, will be a single Synopsis of this requirement posted to FBO under requirement N00164-16-R-JQ17 on approximately 3/18/2016, a single Solicitation posted to FBO under requirement N00164-16-R-JQ17 on approximately 6/3/2016, and a contract awarded under requirement N00164-16-R-JQ17 on approximately 2/28/2017. Split contract awards may be possible from this Solicitation. Offerors shall provide two product samples per proposal (production representative) for the E-COSI and also provide two product samples per proposal (production representative) for the E-COTI that is being solicited. The two product samples shall be identical in configuration. For the E-COSI requirement a draft Performance Specification, dated 2/25/16, is being provided. There is no bid package or solicitation document associated with this announcement. Response to this RFI is strictly voluntary and will not affect any potential offeror's ability to submit an offer if a solicitation is released. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of preparing submissions in response to this RFI and the Government's use of such information. Please answer the following questions to the best of your ability and return the completed RFI by the closing date and time to the point of contact listed below via email. Respondents will NOT be notified of the results of this evaluation, and the final determination regarding the utilization of a small business set aside will be conducted per the regulatory requirements of FAR Part 19, Small Business Programs. All information will be kept confidential and will not be disseminated to the public. All interested parties are strongly encouraged to submit an initial synopsis, (commonly referred to as white paper) per the information below. White papers should not exceed 10 pages, with an executive summary (short paragraph). Responses shall be: 1. Identified by the RFI number (N00164-16-S- NB48); and include: Company name, mailing address, e-mail address, telephone and fax numbers, website address (if available), and the name, telephone number, duns number, cage code and or tax ID number, as well as business size category (large, small, small disadvantaged, etc.) and e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives. 2. No more than ten (10) pages in length. The cover page is not included in the page count. 3. Written in 12-point, Times New Roman with normal (condensed) spacing 4. Margins of 1" or greater on all sides 5. Submitted to email as indicated below. Data shall include specific responses to each of the following: E-COSI System 1. Availability of Product: Does your company have a Clip-On Shortwave Infrared that can adapt to a Night Vision Goggle, specifically the AN/PVS-15A and AN/PVS-31A? If so, is it currently in production? Please discuss the current readiness level of your product and/or your ability to adapt it to the latest Night Vision Goggle i.e. AN/PVS-31A. If not currently in production, please indicate the current design level and length of time required to finalize design for such a device. 2. Please discuss in detail the following Salient Characteristics: a. Weight -The E-COSI shall be a miniaturized clip-on system. The weight (including batteries, battery packs, mounts, mounting hardware, and cables) shall be less than or equal to 130 grams (T) or 80 grams (O). b. Size - The E-COSI, excluding cables and E-COSI Mounting Bracket, shall be highly miniaturized. As a goal the size of the E-COSI shall be equal to or less than the following dimensions: 250 cubic centimeters (T), 175 cubic centimeters (O). All dimensions include any parts that are part of the required configuration (i.e. Eyecups, batteries, knobs, etc) c. Field of View (FOV) - The E-COSI shall have a system circular Field of View (FOV) no less than 30 degrees (T), 40 degrees (O). d. Fusion/Sensors - The E-COSI shall utilize a Short Wave Infrared (SWIR) sensor which when attached to the SOF NVGs will provide the user with an optical overlay fusion capability for out-of-band Laser Spot Detection (T). e. Wavelengths - the SWIR device shall be capable of detecting wavelengths from 900 nanometers to 1700 nanometers. f. Power - The e-COSI shall be capable of operating off an internal battery and shall be capable of operating off of external power. g. Interfaces - The E-COSI shall be a modular thermal system which has the ability to attach to both the left and right monocular of the current SOF NVGs (refer to 1.2.1 Applicable Host Night Vision Goggle) in order to accommodate either a left or right eye dominate SOF Operator. All switches and controls shall be accessible when worn on both the left and right side (T). The E-COSI shall have the ability to mount to additional NVGs which include the AN/PVS-14 and AN/PVS-7D night vision devices (O). Refer to 2.2 Non-Government documents and drawings for interfacing the E-COSI to the AN/PVS-15A and the AN/PVS-31/A (BNVD). h. Laser Spot Detection - The E-COSI shall have the ability to detect out-of-band Laser Pointer Energy (LPE) from 900 nanometers to 1700 nanometers and project the LPE into the Night Vision Goggle 3. Standard Delivery Time: What is the standard delivery schedule for this type of product? How many systems can you deliver per month? NSWC Crane encourages participation by small business, small disadvantaged business, HUB Zone small business, woman-owned small business, veteran-owned small business, and historically black colleges and universities. Per Federal Acquisition Regulation (FAR) 52.215-3 - Request for Information or Solicitation for Planning Purposes (Oct 1997): (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of gathering additional market research information to be used for a possible future procurement of this item. Contractors must be properly registered in the Government System for Award Management database (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220, or via the Internet at www.sam.gov. This request for information does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ) or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract.
