- This is a SOURCES SOUGHT NOTICE for market research purposes. THIS IS NOT A REQUEST FOR PROPOSALS OR A REQUEST FOR QUOTATIONS. The National Institute of Standards and Technology (NIST) anticipates a requirement for liquid nitrogen on an as-needed basis for a one-year base period, and, a minimum of two, but not more than four one-year option periods. The National Institute of Standards and Technology anticipates a requirement to supply bulk liquid nitrogen, rental of liquid nitrogen tanks, installation and start-up of rented tanks, maintenance of rented tanks, inspection of rented and NIST-owned tanks, and rental of telemetry systems for rented and NIST-owned tanks for a one-year base period and four one-year option periods. Service must be provided at both of the following NIST locations: National Institute of Standards & Technology Gaithersburg Campus 100 Bureau Drive Gaithersburg, MD AND National Institute of Standards & Technology Hollings Marine Laboratory 331 Ft. Johnson Rd. Charleston, SC REQUIRED SPECIFICATIONS FOR LIQUID NITROGEN: GRADE: 5.4 PURITY: 99.9994% CARBON DIOXIDE (CO2): 0.5 CARBON MONOXIDE (CO): 2 HYDROGEN (H2): 2 OXYGEN (O2): 0.5 WATER (H2O)(PPMV): 0.5 TOTAL HYDROCARBONS - 0.5 EXPRESSED AS METHANE (THC) TOTAL SPECIFIED IMPURITIES 6 PARTICLES #3 Current tank rental requirements include a quantity of two 3,000 gallon tanks and a quantity of one 6,000 gallon tank. NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 325120 Industrial Gas Manufacturing, as those domestic sources having 1,000 employees or less. Please include your company's size classification in any response to this notice. The Small Business Administration has waived the non-manufacturer rule for this NAICS code. The prime contractor must be a small business in accordance with the NAICS code, however, the small business does not have to provide the product of a small business manufacturer. The small business does, however, have to provide the product of an FHS. The small business size standard for a small business non-manufacturer is 500 employees. Interested and responsible parties are requested to email documentation describing their capabilities to carol.wood@nist.gov not later than the response date for this sources sought notice. After the results of this market research are obtained and analyzed, NIST may conduct a competitive procurement and subsequently award a contract. If at least two qualified small businesses are identified during this market research stage, then any competitive procurement that resulted would likely be conducted as a small business set-aside. Documentation must explain all capabilities, including the capability to provide all required products and services, and any other information relevant to your products and/or capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Name and business size of the company proposing to perform the work; 2. If subcontractors or distributors would be utilized, the name of company(ies), and a point of contact for the company (name, phone number, fax number and email address); 3. A description of all products and services that can be performed based upon the products and services described herein; 4. Size of the Contractor's truck fleet for delivery of nitrogen and the number of truck routes currently serviced by that fleet; and 5. Any other relevant information that is not listed above which the Government should consider in finalizing its market research. All documentation must be sent to Carol A.
