- The James A. Haley VA Hospital located in Tampa, Florida, is seeking a qualified Architectural-Engineering firm to perform A/E services. This acquisition is a 100% set aside for Small Disabled Veteran Owned Small Business. In order to be considered for award firms responding to this announcement shall be registered in VETBIZ a Service Disabled Veteran Owned Small Business. The link to the VETBIZ site is http://www.vetbiz.gov/ As a prospective offeror or bidder for this Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, you are verifying your company meets the status requirements of a SDVOSB concern as established by 38 CFR Part 74 and that you are in compliance of FAR Clause 52.219-14(b) (1) Limitations on Subcontracting, when you submit a SF 330 for this Sources Sought Notice. For this proposed A&E contract, at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. Contract Information: A Firm Fixed Price A/E Design Services contract is contemplated for Project 673-14-100, Upgrade Facilities Security, James A. Haley VA, Tampa, FL. The NAICS code for this acquisition is 541330 Engineering Service, Size Standard is $15 Million. This acquisition is for Architect/Engineer (A/E) services, and is procured in accordance with the Brooks A/E Act as implemented in Subpart 36.6 of the Federal Acquisition Regulation. The Firm or Individuals must be licensed/registered in the state of Florida. Eligible prime contractor firms must have a main and/or branch office geographically located within 150 miles of the James A. Haley VA Hospital, Tampa FL. NOTE: The DUNS Number is site-specific and division specific. Therefore, each physical location of an entity will have its own DUNS Number. Further, each separate division or branch of an entity will have its own, unique DUNS Number. Through DUNS Number linkage, these unique DUNS Numbers will roll up to the Headquarters or Office level that oversees the branch or division. The estimated magnitude of construction for this project is between $1,000,000.00 and $5,000,000.00 The Design Period of Performance shall be 182 calendar days. The anticipated period of performance for Construction is estimated to be 365 calendar days. In order to be considered for award, interested firms responding to this announcement are required to be registered in the System for Award Management (SAM). Register via the internet site at https://www.sam.gov. Project Information: Provide all Design services necessary to upgrade facilities security. Design shall include complete and separate designs for the following systems: A campus wide Video Assessment and Surveillance System (VASS) for monitoring of both interior and exterior of buildings and areas of the campus as identified by the 2015 VA Physical Security Design Manuals (PSDM). The areas include but are not limited to campus buildings, parking lots, garages, public areas, and internal roadways. The VASS shall be designed to be in compliance with the VA Technical Information Library (TIL) guide specifications, PSDM, and all local, state, and national codes. Provide a VASS design to achieve 100 percent compliance with the PSDM. The A/E shall perform a preliminary assessment of the existing campus-wide VASS and provide recommendation for replacement or expansion based on current technology, cost, and PSDM compliance. A campus wide Physical Access Control System (PACS) to control access of both interior and exterior doors and areas of the campus identified by the 2015 VA Physical Security Design Manuals (PSDM). A new PACS system has recently been installed to achieve partial compliance with the PSDM. It is the preference of the VA to expand upon the existing system in lieu of replacement. The existing system contains approximately 483 card readers and 76 control panels. As-built drawings and pertinent information will be provided by the VA for the recently installed system. The A/E shall field verify the as-built drawings and provide and a PACS design to achieve 100 percent compliance with the PSDM. Provide a construction cost estimate for installation of new lock set cores and keys. The keying hierarchy has been fully developed and will be provided to the A/E. A small percentage of the installation has been completed by the VA campus lock shop. The core replacement project includes the main campus and leased facilities. The cost estimate shall include the material procurement, pinning, installation of cores, and cutting of keys. The estimator shall assume 5000 cores to be purchased, pinned and installed, and 15,000 keys to be cut and provided to the VA lock shop for distribution. Design Services shall review the existing field conditions and perform a survey to verify the existing conditions. The A/E shall evaluate the campus and buildings to determine if utilities or any other objects will need to be relocated or addressed in the design. The A/E shall also review the As-Built drawings and the site drawings for the James A. Haley VA campus. New work includes, but is not limited to designing and preparing drawings, phasing planning, specifications, and cost estimates for all disciplines to create a VASS, PACS and key core installation for the VA campus. The A/E will be required to attend phase meetings at 30%, 65% and 95% to discuss progress with the VA staff. Selection Criteria: The A/E Source Selection Team shall utilize the following selection criteria: (1) Professional qualifications necessary for satisfactory performance of required services. (2) Specific experience and qualifications of personnel proposed for assignment to the project and record of working together as a team during both the design and construction phases. (3) Reputation and standing of firm with respect to professional performance, management, and cooperativeness. (4) Specialized experience and technical competence of the firm with the type of service required. (5) Proposed design approach, philosophy and method of implementing a sustainable design including low impact materials, energy efficiency, use of recyclables and recycling of demolished materials, anticipated problems, and potential solutions. (6) Professional capacity to perform work within the time limitations. (7) Past Performance record of performance with the Department of Veteran Affairs, and/or other Federal Government or Private Agencies. The past performance record shall include data on cost control, quality of work and compliance with performance schedules. (8) The geographic proximity of each firm to the Tampa Area of both the Prime Firm and any Consultants. The desired proximity to Tampa VA is 150 miles. (9) Record of significant claims against the firm because of improper or incomplete architectural and engineering services. All submissions will be evaluated in accordance with the evaluation criteria. Three or more firms deemed most highly rated after initial source selection will be chosen for interviews. Qualified firms will be scheduled for oral presentations/interviews. Negotiations will be made with the highest ranked firm. The Government will not pay, nor reimburse, any costs associated with responding to this request. The Government is under no obligation to award a contract as a result of this announcement.
